Intermediary Organizations: Definitions, Types and Functions:In system approach to innovation, collaboration between different types of actors is seen as a key factor to the success of innovation. Due to the numerous gaps that prevent effective cooperation, the literature of science and innovation policy constantly refers to the need to organizations which play the role of mediator to bridge the gap. In this article we try to start with the introduction of intermediary organizations act as an intermediary in innovation. Then the types of these organizations have been explained. After that, a complete classification of the functions of these organizations is provided by literature review in the field of mediators.

A Study on the Functions of Innovation Intermediary Institutions in the Field of Renewable Energies:Intermediary institutions for innovation that are known as a conventional means of policy-making in the world facilitate the process of innovation in different fields. The purpose of this paper is to identify intermediary institutions in the field of renewable energies at international, regional and national levels. In this regard, first the functions and roles of these institutions have been studied and extracted, then the renewable energies and the importance of innovation in this field have been explained. Afterwards, eight intermediary institutions at different levels of activity (international, regional and national) have been identified and their activities in the field of renewable energies are explained in detail. Finally, those activities that can facilitate the process of innovation as an intermediary function in these institutions have been identified and some suggestions are offered by comparing these institutions.

In the age of information and knowledge, knowledge-based organizations play an effective role in the development of every country. Some distinctive features of such organizations such as a fairly high degree of independence and autonomy, highly qualified individuals doing knowledge-based activities, lack of administrative hierarchy, high adaptability of the organization, special client services, asymmetry in power and communications, and high need to share knowledge have caused the management and the nature of the work in such organizations to be different. On the other hand, social media have forever changed the way people communicate, interact, share, and ultimately conduct their relationships. Social media capabilities such as emergence, persistence, transparency, collectivity, participation and independence correspond to the main aspects and processes of a knowledge-based organization, seriously influencing it through components such as relationships, identity, sharing, presence, reputation, groups and conversation. In this paper, effort has been made to analyze the various aspects of capabilities of social media and their impact on knowledge-based organizations by reviewing the literature through document research. The study investigates these capabilities by reviewing the definitions, functions and different patterns in both fields of knowledge-based organizations and social media. Finally, the various aspects of these impacts have been pointed out by presenting a conceptual pattern in the studied documents on "the impacts of social media on creating value added in knowledge-based organizations". In the end, suggestions and strategies have been put forward in order to make optimum use of these efficient means in knowledge-based organizations

The Role of Supporting Policies of Governments in Increasing Innovation Absorption Capacity of Small and Medium-Sized Enterprises:In many countries, an important part of technology and innovation policies is focused on strengthening the absorption capacities of local firms. Meantime, in many countries, small and medium- sized enterprises possess a large share of the world economy. Therefore, the policymakers set special programs and policies to support and strengthen this vital part of economy and industry sectors. The main question of this article is: what kind of governmental policies can increase the innovation absorption capacity of small and medium- sized enterprises? In order to answer this question, we conducted a comparative study to compare the policies of some European countries for increasing the absorption capacity. Then several recommendations are made for boosting the absorption capacity of Iranian small and medium-sized enterprises

The Evolution of Scientometrics Studies in Iran:The aim of the present study is to identify the evolution of researches and scientific concepts of scientometrics. The method of this research is co-word analysis which is a skill in analyzing the content as well as a method in scientometrics. The research community includes all outputs produced by Iranian researchers in the format of books, articles, thesis, and research proposals done outside and inside of Iran, including printed or electronic ones from 1982 to 2014. The results of the research include: the trend of scientific outputs; the levels and research approaches, more frequently used concepts, evolution of the concepts and the interdisciplinary relationships in this field. The results indicate, the research in this field in Iran has made a significant leap and its average growth rate has been 32 percent since 2005. Furthermore in these years 1800 concepts have been proposed in this domain. Other investigations show that concepts like “evaluation of scientific outputs, knowledge production and citation analysis” respectively with a quantitative approach are the dominant concepts of this field in Iran. Also, the conceptual structure of scientometrics has changed over time, so that some concepts have faded and other concepts have emerged during this time. Other results of the study showed that this field has interdisciplinary relations with some 22 scientific disciplines and has the most relevant conceptual relations with the fields of information technology, social sciences and management. The overall results of the research showed the scientific leap of this field in Iran is mostly quantitative and to some degree qualitative.

It is worth to study this domain due to the above description and review the other countries’ plans for large investments in technological innovation and creating new values through innovation. According to the library studies and reviewing articles and books, tech-mining can be applied to extract knowledge from documented interactions among active members in the domain of technology, and by using economical information it is possible to determine the probable emerging technologies. Therefore, by reaching this end it will become possible to lessen the research expenses and risks

A Study on the Publication Status and Growth Rate of Scientific Journals in Iran:This study was performed to investigate the publication status and growth rate of Iranian scientific journals considering their subject, organization affiliation, scientific rank, publication language, electronic publishing, full-text access either free or not and the form of articles. The survey method has been used in this study. A checklist was employed for collecting data and the samples included journals with scientific- research and scientific-promotiv degree approved by the National Scientific Journals Supervision Commission (Ministry of Science, Research and Technology) and the National Medical Scientific Journals Commission (Ministry of Health and Medical Education). Descriptive and inferential statistics were used for data analysis. The results show that 1455 scientific journals have been published in Iran up to July 2015 which more than 95% are affiliated with state-run universities and research institutes. The number of publications is faced with a 2.7-fold growth from July 2009 until June 2015. Regarding the access states, about 99% of the journals allow free access to full-text PDF articles via their websites.

Fundamental Analysis of Institution of science: The Road to Development of the country:The institution of science in Iran has undergone increasing changes in the contemporary era. Studying these changes is of particular importance in view of the consequences they have brought about in Iran’s knowledge system. There is no doubt that a country’s power, development, and true independence are significantly and directly proportional to its ability to generate knowledge as well as it’s scientific and research development. Generation, extension, and development of knowledge fundamentally affect a country’s social, economic, and cultural dimensions. In the past few decades, countries who have successfully been included among scientifically developed countries – or those that managed to enter the transitional period towards such development have paid particular attention to generate as well as application of knowledge. Scientific development would follow in those countries that have successfully generated knowledge at an adequate level. Scientific development entails multidimensional development in a country’s knowledge, education, research, and technology, as well as extension of all these fields. Achieving social, economic, cultural, political, and scientific goals by a society can carry that society forwards towards development. Therefore, due attention by relevant authorities in a society to knowledge generation as well as the solutions and obstacles associated with the same can pave the way towards realizing that society’s goals. In Iran, as in many other countries, efforts have been made to reach sustainable development and knowledge-based status. The necessary resources have been provided for achieving such a status, and optimal productivity status can also be achieved in each section by technically oriented authorities. Efficient management requires knowledge, planning, and building the proper infrastructure for generating and extending knowledge.
