سخن سردبیر
یکی از راههای انتقالیافتههای علمی به جامعه انتشار مقاله در مجلات علمی است. نشریه رهیافت از بهار 1370 باهدف تقویت و ایجاد هماهنگی در امر پژوهش و نیز طرح مسائل، مطالعات در حوزه سیاستگذاری علمی و پژوهشی در زمینههای مختلف اعم از علوم انسانی و علوم طبیعی فعالیت خود را آغاز نمود. تلاش نشریه از ابتدا تا امروز بر این بوده است تا بتواند دیدگاههای اندیشمندان را جمعآوری و در اختیار مسئولان و نهادهای مرتبط قرار دهد؛ زیرا بر این باوریم که انتشار مقالهها و متون اطلاع بخش در حوزههای علم، فناوری و نوآوری میتواند زمینه رشد و نهادینه شدن فرهنگ علمی در جامعه را فراهم کند. مجلات علمی در فرایند ثبت، نشر و ارتقای سطح علمی و گسترش مرزهای دانش نقش کلیدی دارند. فصلنامه رهیافت، یافتههای حاصل از تلاش علمی پژوهشگران و صاحبنظران در حوزه علم، فناوری و نوآوری را منتشر میکند. از همه متخصصان، محققان و دانشجویان عرصه علم، فناوری و نوآوری دعوت میشود با رویکرد حل چالشهای کشور در حوزههای مدنظر فصلنامه و افزایش اثرگذاری مقاله در جامعه به تدوین مقالههای اصیل علمی بپردازند تا عموم مردم از افکار و نظرات ارزشمند آنها بهرهمند شوند. بررسی تجربۀ ارزیابی علم، فناوری و نوآوری در کشور حاکی از چالشهای بسیاری در ابعاد مختلف سیاستی، نهادی، قانونی و فرهنگی است. ریشهیابی دلایل ناکارآمدی تجربۀ فعلی و شناسایی ابعاد حاکم بر ارزیابی در حوزه علم، فناوری و نوآوری در کشور، مسئولیت همه اندیشمندان و پژوهشگران این عرصه را دوچندان مینماید. شناسایی و ارائه شاخصهای مختلف ارزیابی علم، فناوری و نوآوری در سطح ملی و بینالمللی یکی از مهمترین مسئولیتهای اجتماعی جامعه علمی کشور است زیرا با فراهم نمودن اطلاعات مناسب برای سیاستگذاران، زمینه اتخاذ سیاستهای کارا و مناسب برای توسعه علمی کشور را فراهم میسازند. فصلنامه رهیافت آماده دریافت ایدهها، نظرات و پیشنهادهای اندیشمندان در حوزه علم، فناوری و نوآوری با رویکردی نوین و مسئله محور است تا برای رسیدن به مرجعیت علمی در این حوزه گام برداریم. از مدیرمسئول، اعضای هیئت تحریریه، داوران و همه دستاندرکاران فصلنامه که در تداوم، انتشار و ارتقای سطح علمی فصلنامه نقش داشتهاند تشکر و سپاس ویژه دارم.

آرایهشناسی نوآوری باز
علاقه به مفهوم «نوآوری باز» در دهه اخیر افزایش چشمگیری پیداکرده، اما ادبیات گسترده این موضوع از تنوع بیشتری برخوردار است از آنرو که نوآوری باز، مفهومی « فازی» است و مرزهای دقیقی با نوآوری بسته ندارد. به بیاندیگر هر فرایند نوآوری میتواند هم تا حدودی «باز» تلقی شده و هم تا حدودی « بسته»؛ بنابراین نوآوری یک طیف است و نه یک مرزبندی دقیق. یکی از راههای تألیف برداشتها از نوآوری باز، کاربرد آرایهشناسی است. هدف این تحقیق نیز آرایهشناسی نوآوری باز با استفاده از ادبیات موضوعی است. این تحقیق از نظر هدف، مروری، از نظر نوع، کیفی و با توجه نحوه گردآوری دادهها، کتابخانهای و مبتنی بر مطالعه منابع اطلاعاتی برخط است. مقاله ضمن مروری مختصر بر مفهومشناسی نوآوری باز و مدیریت دانش، تلاش میکند با بهرهگیری از آخرین دستاوردهای ادبیات موضوعی در حوزه آرایهبندی نوآوری باز، به گردآوری این متون دست یابد. آرایهشناسیهای ارائه شده افزون بر کمک به درک اصطلاحات این حوزه، در قالب طرحوارهها و با امکان مقایسه شباهتها و تفاوتها میتواند بهعنوان ابزار تصمیمگیری استفاده شود.

تأکید بر ارزیابی و اعتبارسنجی کیفیت در نظام آموزش عالی ایران در راستای اسناد بالادستی
امروزه ارزیابی و اعتبارسنجی کیفیت از ضرورتهای نظامهای آموزش عالی در سراسر جهان است و کشورهای مختلف در پی آن هستند که با بهکارگیری روشهای ارزیابی، بهطور مستمر به بهبود کیفیت نظام آموزش عالی خود بپردازند. در این راستا در ایران نیز پس از توسعه کمی آموزش عالی در جهت پاسخ به تقاضای اجتماعی، چالش کیفیت آن مطرح شده و به دنبال آن در اسناد بالادستی مورد توجه قرارگرفته و طی یک دهه گذشته اقداماتی در جهت ارزیابی کیفیت انجامشده است. اهمیت این موضوع تا حدی است که در سیاستهای ابلاغی مقام معظم رهبری در حوزه علم و فناوری نیز به صراحت به تقویت نظامهای ارزیابی و اعتبارسنجی اشاره شده است. بر این اساس این مقاله قصد دارد تا با گذشت بیش از یک دهه از تجربه نظام ارزیابی و اعتبارسنجی کیفیت در آموزش عالی کشور به بررسی و تحلیل اقدامات انجام شده در این حوزه پرداخته و ضمن شناسایی چالشها، راهکارهایی را در جهت ساماندهی و تقویت آن ارائه کند.

تأثیرگذارترین شاخصهای نظامهای رتبهبندی دانشگاهها بر رتبۀ دانشگاههای ایران
هدف پژوهش حاضر شناخت فضای مشترک حاکم بر نظامهای رتبهبندی دانشگاهها و ارائۀ تصویری قابلقبول از شاخصهای بهکاررفته در آنهاست. شاخصهای بهکارگرفتهشده در نظامهای رتبهبندی دانشگاهها و وزن شاخصها با مراجعه به تارنمای رسمی آنها استخراج و وزن نسبی نظامهای رتبهبندی مختلف نیز از طریق نظرسنجی از صاحبنظران به دست آمد. اهمیت هر شاخص از حاصلضرب وزن شاخص در وزن نظام رتبهبندی مربوطه محاسبه شد. شاخصها به کمک کلید واژههایی دستهبندی شدند. میزان تعیینکنندگی شاخصهای هر دسته بر اساس سهم اهمیت شاخصهای آن دسته از جمع کل اهمیت تمامی شاخصها برآورد شد. بیشترین تعیینکنندگی شاخصها مربوط به شاخصهای ناظر بر پژوهش و در میان آنها نیز به شاخصهای گروه «برونداد-استناد» مربوط میشود. همچنین، تأثیرگذاری شاخصهای ناظر بر کیفیت استنادی بروندادها بیش از سه برابر شاخصهای ناظر بر کمیت بروندادها است. استفادۀ آگاهانه، هدفمند و هوشمندانه از نظامهای رتبهبندی دانشگاهها میتواند برای ذینفعان مختلف آموزش عالی (سیاستگذاران، دانشگاهها و دانشجویان) فوایدی به همراه داشته باشد. در مقابل، تلاش برای همراستا کردن فعالیتهای دانشگاهی با تأثیرگذارترین شاخصهای مربوطه احتمالاً به غفلت بیش از پیش از رسالتهای اصلی دانشگاه (بهویژه آموزش) و تشدید روند رشد کاریکاتوری و ناپایدار بروندادهای بیکیفیت منجر خواهد شد.

یکی از مهمترین و غامضترین سؤالات در زمینه تعلیم و تربیت پیش از دبستان، چگونگی تهیه برنامه درسی مؤثر در این مقطع است که با توجه به ظهور عصر اقتصاد دانایی محور و تغییر و تحولات برقآسا، شرایط پاسخگویی به آن بیش از پیش دشوار شده است. پژوهش حاضر برای مطالعه ضرورت دیدگاه «مطالعات برنامه درسی راهبردی[1]» و الگوی «برنامه درسی چند بُعدی[2]» و چیستی آن در برنامه درسی پیش از دبستان صورت گرفته است. رویکرد پژوهش، کیفی و روش آن، توصیفی-تحلیلی[3] بوده است که اطلاعات و دادههای مورد نیاز با مراجعه به اسناد و مدارک کتابخانهای موجود در زمینه موضوع به دست آمد. یافتهها بیانگر آن بود که ضرورت دیدگاه راهبردی بنا بر عواملی همچون ظهور عصر اقتصاد دانایی محور، توسعه فناوری ارتباطات و اطلاعات، دگرگونی مفهوم سواد، پارادایم پیچیدگی، لزوم بومیسازی برنامه درسی، وجود سبکهای شناختی و یادگیری متفاوت و نو مفهوم گرایی و ضرورت الگوی چند بُعد نگری با عواملی همچون لزوم مرتبط کردن برنامه درسی باتجربهی زیستهی کودک، تزریق ویژگی چابکی و توان پاسخگویی برنامه درسی به مسائل روز و همچنین لزوم یادگیری مادامالعمر، در برنامه درسی پیش از دبستان قابل دفاع است. در نهایت نیز، پژوهش حاضر با بررسی مبانی فلسفی و روانشناختی این الگو به ارائه تعریفی جامع از آن میپردازد. این پژوهش نشان میدهد که مطالعات برنامه درسی راهبردی رویکردی کلنگر است و الگوی برنامهریزی چندبُعدی مبتنی بر آن، برنامه مطلوب کاربردی برای اجرا در برنامه درسی پیشدبستان است. افق پیشروی سیاستگذاری و مدیریت پسماند
با توجه به افزایش تولید پسماند و دلنگرانیهای حاصل از خسارات اکولوژیکی ناشی از آنها، سیاستگذاری مدیریت پسماند از اهمیت فوقالعادهای برخوردار شده است. پسماند محصول جانبی فعالیتهای انسانی و شامل انواع پسماندهای خانگی، پزشکی، کشاورزی، صنعتی، تجاری، ویژه و خطرناک است. در مدیریت جامع پسماند، جمعآوری و روشهای پردازش و دفع پسماند در تعامل با یکدیگر به نحوی مدیریت میگردند که اهداف سهگانه محیطزیستی، اجتماعی و اقتصادی مطلوب منطقه به دست آید. این مقاله با بررسی چندین رویکرد مدیریت پسماند، بر سیاستهای مدیریت پسماند و استراتژیهایی همچون قیمتگذاری نرخ متغیر خدماتدهی پسماند، آموزش و انگیزههای اقتصادی تأکید میکند. در ادامه، کاستیهای سیاستگذاری و نیز چالشهای قانون مدیریت پسماند بررسی میشود و مدیریت پسماند در نظام حقوقی چند کشور مورد واکاوی قرار میگیرد. با توجه به اسناد بالادستی محیطزیستی همچون اصل پنجاهم قانون اساسی و برنامههای توسعه پنجساله کشور، بیان میگردد که قانون مدیریت پسماند در ایران در مسیر رشد خود بوده و تکامل آن در گرو بررسی بیشتر حقوقدانان، متخصصان و حمایت تمام نهادهاست. درنتیجه، ضروری است تا در کنار سیستم قانونی و سیاستگذاری، سیستمهای مدیریتی، اقتصادی، محیطزیستی، فرهنگی و اجتماعی پسماند نیز تقویت گردند.

بررسی نظریۀ کارکرد تکنیکی مبتنی بر طرح کاربرد و شرح مزایای آن
استفاده از مفهوم کارکرد در علم و فناوری بسیار متداول است. این نکته نیاز به تأمل فلسفی در چیستی این مفهوم را برانگیخته و نظریات متعددی را در توصیف آن پدید آورده است. بیشتر این نظریات استفاده از مفهوم کارکرد در علوم طبیعی و بهویژه زیستشناسی را مد نظر قرار دادهاند و به نظریهسازی برای مفهوم کارکرد در فضای فناوری بیتوجه یا کمتوجه بودهاند. نقطۀ کانونی توجه این مقاله نظریۀ کارکرد مبتنی بر طرح کاربرد (بهاختصار ICE) است که در مرتبه اول برای فضای فناوری ارائه شده است. در ابتدای مقاله مرور مختصری بر تکوین نظریههای کارکرد انجام شده است. سپس مشکلات معمول بعضی از این نظریهها در فضای فناوری ذکر گردیده و در نتیجه انگیزههای ایجاد یک نظریۀ کارکرد متناسب با حوزۀ فناوری تشریح شده است؛ اما خاستگاه و تکیهگاه نظریۀ ICE، نظریهای دربارۀ مصرف و طراحی مصنوعات تکنیکی است که شرح مختصری از آن در این مقاله و متناسب با نیاز بحث، آورده میشود. روش اصلی در ارزیابی نظریات کارکرد در مقالۀ حاضر، مقایسه با بعضی شهودی است که در مورد مصنوعات تکنیکی و بهطورکلی فناوری وجود دارد. در ادامه، معیارهای چهارگانه (چهار شهود) معرفی شدهاند که بهوسیلۀ آنها نظریات کارکردی، ارزیابی میشوند. سه نظریۀ کلی در مورد کارکرد مصنوعات تکنیکی نیز معرفی میشود. نشان داده میشود که هرکدام از این نظریات در برآورده کردن حداقل یکی از این معیارها ناتوان هستند. در پایان پس از ارائۀ یک صورتبندی از نظریۀ ICE نشان داده میشود که این نظریه با شهودی معرفیشده سازگار است و نسبت به سه نظریۀ دیگر از مزیت نسبی برخوردار است.

تحلیل کتابسنجی و علمسنجی فصلنامه رهیافت بین سالهای 1377-1397
پژوهش حاضر باهدف تحلیل کتابسنجی و علمسنجی فصلنامه رهیافت بین سالهای 1397- 1377 انجام شده است. پژوهش حاضر از نوع توصیفی با رویکرد کتابسنجی و علمسنجی است. جامعه آماری مورد بررسی تمام مقالات منتشرشده از سال 1377-1397 و رد شده از بهار سال 1394 تا زمستان 1397 است. یافتهها نشان میدهد که نرخ پذیرش کلی در فصلنامه رهیافت حدود 38 درصد بوده است کهوضعیت پذیرش نسبتاً خوبی را نشان میدهد. باوجود رتبه علمی- ترویجی این فصلنامه، تعدادی از مقالات مروری نیستند. گرایش نویسندگان در زمینه علم و فناوری، تحلیل کارکردها، بیان مدلها و تحلیلهای علمی- دیدگاهی بوده است و بیشتر مقالات رد شده نیز در زمینههای مدیریتی و علم اطلاعات و دانششناسی بودهاند. دانشگاه تهران و مرکز تحقیقات سیاست علمی کشور بیشترین تعداد مقالههای پذیرفته شده را به خود اختصاص دادهاند. تنوع بینرشتهای در بین اعضای هیئت تحریریه با 8 رشته مختلف موضوعی در سطح مناسبی است. وضعیت چاپ الکترونیکی فصلنامه نسبتاً خوب است ولی انتشار چاپی آن را میتوان ضعیف دانست. نویسندگان مقطع دکتری (64.53) و دانشجویان دکتری و کارشناسی ارشد (جمعاً 62/29) بیشترین تعداد مقاله را تولید کردهاند. حدود 43 درصد از منابع فارسی، 44 درصد انگلیسی و 13 درصد باقیمانده زبانهای عربی، آلمانی و غیره بوده است. از نظر نوع منابع نیز، مقاله بیشترین منبع مورد استفاده نویسندگان است.
