در دنیای کنونی، توجه به علم، فناوری، و نوآوری از مهمترین عوامل زیربنایی برای توسعه پایدار هر کشورند، و یکی از ضرورتهای توسعه علم، فناوری، و نوآوری ارائه تصویری واقعگرایانه و روشن از وضعیتِ کشور در این حوزهها به صورتی مستمر است. بنابراین، کشورها و نهادهای مرتبط تدوین گزارشهای تحلیلی، عملکردی، و مقایسه دستاوردهای کشور با سایر کشورهای منطقه و فرامنطقهای را در دستور کار خود قرار میدهند، تا میزان نیل به اهداف و جایگاه مطلوب کشور را پایش و ارزیابی کنند، و در راستای نیل به پیشرفت گام بردارند. به صورتی کلی، هدف اصلی نظام پایش و ارزیابی در هر کشور، ارزیابی اثربخشی توأمانِ کلیه بروندادها و اقدامهای زیستبومِ علم، فناوری و نوآوری در تمامی ابعاد اقتصادی، محیطی، اجتماعی، سیاسی، فرهنگی، سازمانی و سلامت است. لیکن، پایش و ارزیابی از دو منظرِ طراحی و اجرا، اقدامی دشوار است. از یک سو، به نظامِ ملیِ ارزشیابی علم، فناوری، و نوآوری نیاز است که همگان در اثربخشیِ آن اتفاقنظر داشته باشند تا نتایجی که بر این اساس ارائه میشود مورد پذیرش جامعه باشد. این نظام، باید عملکردی روشن داشته باشد، و طراحی آن بهگونهای باشد تا نتیجه آن برای تصمیمسازان زیستبوم موصوف قابل اطمینان باشد. اهداف کلان و خُرد به تناسب ظرفیت و محدودیت کشور، به صورت کوتاهمدت و بلندمدت تعیین شوند، و شاخصهای ترکیبی،کلان، و خُردی را شامل شود که مرتبط با اهداف مذکور، و همسو با اسناد بالادستی طراحی شده باشند. همچنین، در گزینش معیارها و شاخصها، ماهیت حوزهها و رشتههای علمی لحاظ شوند، در هنگام تفسیر دادهها از متخصص موضوعی استفاده شود تا ناآگاهانه از ظرفیتها و چالشهایِ پیدا و پنهان در دامنه موضوعی مربوط غفلت نشود، فواصل زمانی سنجش و ارزیابی و نیز نهادهای گزارشدهنده، گزارشگیرنده، و تحلیلگر مشخص باشند تا گزارشهای منظمی از نظام در فواصل مشخص ارائه و امکان مقایسه وضعیت و تصمیمسازی بلادرنگ فراهم شود. از سوی دیگر، اندازهگیری در ماهیت اقدامی آسان نیست، زیرا ممکن است معیارها و ابزارهای مورد نیاز برای اندازهگیری، متأثر از شرایطِ زیستبوم تغییر کنند تا تصویر بهتری از وضعیتِ جاری حاصل آید. بنابراین، اجرایِ دقیق و متوالی پایش و ارزیابی علم، فناوری و نوآوری، اقدام پیچیدهای است. پیچیدگی به این دلیل است که باید شفافیت، دقت، و انصاف در سراسر فرایند ارزیابی اعمال و ملاحظههای ویژه زیستبوم در حین ارزیابی مشخص شود، معیارها متأثر از ملاحظهها تغییر کنند، موارد اضطراری چون تأثیرات پاندمیِ کنونیِ بر سپهر علم، فناوری و نوآوری در حین فرایند پایش و ارزیابی مدنظر قرار گیرند و نیز بازخوردهای گزارشهای قبلی در عملکرد پایش و ارزیابی بعدی لحاظ شود، تا اطلاعات درستی از وضعیت کنونی به دست دهد، و کشور به سوی وضعیت مطلوبِ هدفگذاریشده پیش رود. علم، تعصب را برنمیتابد، و پایش و ارزیابی نیز. بنابراین، وجود تعصبات و سوگیری در نظام پایش و ارزیابی، تکیه بر یک شاخص به صورتی جداگانه برای تمامیِ رشتههای علمی همچون شاخص هرش (اچ ایندکس)، یا تعدادِ پروانههای ثبت اختراع، همسانسازیِ شاخصها و مبحثِ «نرمالسازی» بدون توجه به ظرافتهای مربوط به حوزههای موضوعی و ماهیتِ رشتههای علمی چون مقایسه صِرف عملکردِ پژوهشگرانِ مربوطه بر اساس تعداد مقالات منتشره یا استنادهای دریافتی، غفلت از ابعادِ گوناگونِ اثربخشی (آن چنانکه در بالا یاد شد)، و بیتوجهی به کیفیت و کمیت برونداد یا اقدامی علمی، اثربخشیِ نظام را زیر سوال خواهد برد، زیرا اجازه نمیدهد بدنه علمی کشور به طور متوازن در هر سه حوزه علم، فناوری، و نوآوری رشد کند. در این راستا، گروهی از اندیشمندانِ برجسته در حوزههای علمسنجی و سیاستگذاریِ علم ملاحظاتی را بر شاخصهای ارزیابی پژوهش وارد دانستند، که «بیانیه لایدن»[1] نام گرفت ]1[، و به 25 زبان دنیا از جمله فارسی ترجمه شد[2]. این اصول که میتوانند مبنای خوبی برای بازبینی نظامِ پایش و ارزیابی در هر کشوری باشند، به صورت خلاصه در ادامه آمدهاند: ¯ اصل اول: توجه توأمان به کمیت و کیفیت با بهرهگیری از نظر متخصصان مربوطه؛ ¯ اصل دوم: توجه به همسویی پژوهش با مأموریتها و اهداف پژوهشی مؤسسه، گروه و پژوهشگر؛ ¯ اصل سوم: توجه به ویژگیهای بومی و ملی یک پژوهش (حوزه شاهنامهپژوهشی در ادبیات فارسی با آثار علمی در ادبیات انگلیسی عیناً قابل مقایسه نیستند)؛ ¯ اصل چهارم: ضرورتِ شفافیت و وضوح از گردآوری دادهها، شاخصگزینی، تا داوری و ارزشیابی؛ ¯ اصل پنجم: ضرورتِ ایجادِ امکان بازبینی برای پژوهشگران، جهت اطمینان از کیفیت و صحتِ ارزشیابی؛ ¯ اصل ششم: ضرورتِ توجه به تنوع انتشارات، عملکرد استنادی و تفاوتهای رشتههای علمی؛ ¯ اصل هفتم: ضرورتِ توجه به کیفیت عملکرد، تجربه، و تخصصِ پژوهشگر به جای تکیه صرف بر یک شاخص (چون شاخص هرش)؛ ¯ اصل هشتم: لزوم بهرهگیری از شاخصهای ترکیبی و اجتناب از گزینش شاخصهای نادرست و نامشخص؛ ¯ اصل نهم: ضرورتِ توجه به تأثیرات حاصل از گزینش شاخصی خاص و ارزیابی بر آن اساس ( برای نمونه استرالیا با تمرکز بر شاخص «تعداد مقالات» در فرمولِ حمایت مالی از دانشگاهها و مراکز علمی در سال 1990، به افزایشِ کمیت مقالات با کیفیت پایین در سال 2000، دست یافت [2])؛ ¯ اصل دهم: اهمیتِ بازبینی و روزآمدسازی مستمر شاخصها. شماره حاضر با نگاهی ویژه به اهمیتِ نظام پایش و ارزیابی، در تلاش است دغدغه اندیشمندانِ ایرانی متخصص حوزه علم، فناوری، و نوآوری را در قالب مباحثی چون بررسی سیاستهای سنجش و ارزیابی علم، فناوری و نوآوری در ایران و جهان، ارائه تجارب جهانی در زمینه سنجش و ارزیابی علم، فناوری و نوآوری، تحلیلِ شاخصهای سنجش و ارزیابی علم، فناوری و نوآوری در ایران، شناساییِ چالشها، الزامها و راهکارهای سیاستی پیادهسازی نظامِ سنجش و ارزیابی علم، فناوری و نوآوری، پیشنهادِ راهکارهای مطلوب مدیریتِ نظام سنجش و ارزیابی علم، فناوری و نوآوری، واکاوی و تحلیل نقش نهادهای ارزیابی علم، فناوری و نوآوری در کشور و آسیبشناسی عملکردِ آنها، و آیندهنگاری علم، فناوری و نوآوریِ ایران گرد هم آورد تا در نظام پایش و ارزیابیِ کنونی دقت شود، آسیبها را شناسایی و پیشنهادهایِ سیاستی و اجرایی از دو منظر کلان و خُرد را مطرح کند. بنابراین، از خوانندگان فاضل و علاقمندِ این شماره دعوت میشود تا رهنمودهای پیشنهادی را بررسی کنند و تجارب خود را در هر یک از سطوحِ نظام پایش و ارزیابی به اشتراک گذارند، تا شاهد اعتلایِ چشمگیر و مستمرِ علم، فناوری نوآوری در ایران باشیم. تحلیل ضرورتهای همترازسازی ارزش تولیدات علمی حوزههای تخصصی در علمسنجی و آسیبشناسی سنجش و ارزیابی همسان: مطالعه موردی حوزه هنر
تفاوتهای موجود میان رشتهها، به عوامل مختلفی بازمیگردد که ریشه اصلی اکثر آنها، تفاوتی است که در نوع نگاه رشتهها و همچنین در روشهای مورد استفاده و ماهیت رشتهها وجود دارد. همین تفاوتها سبب بروز رفتارهای علمی و استنادی متفاوتی در رشتههای مختلف نسبت به یکدیگر میشود. از آنجایی که مطالعه رفتارهای علمی و استنادی و به ویژه لزوم انجام مطالعات تطبیقی رشتهها، بخش مهمی از زمینههای مطالعاتی علمسنجی را دربرمیگیرد، لزوم توسعه روشها و ابزارهایی که بتواند ضمن در نظر گرفتن تفاوتهای میان رشتهها، آنها را مقایسهپذیر کند، مسئلهای است که همواره در علمسنجی مطرح بوده است. با وجود این، ارائه پاسخهای قطعی به پرسشهایی مانند «چگونه میتوان چند رشته یا حوزه علمی متفاوت و یا چند پژوهشگر از رشتههای متفاوت را مورد مقایسه قرار داد؟» و یا «یک مقاله در حوزه علوم انسانی و اجتماعی معادل چند کتاب در حوزه دیگر است؟ یا به عبارتی، یک کتاب در حوزه علوم انسانی معادل چند مقاله در رشته دیگر است؟» در دستور کار مطالعات همترازسازی در علمسنجی قرار گرفته است. به این ترتیب، مسائل مطرح در این خصوص که چگونه میتوان تولیدات و بهرهوری علمی حوزههای تخصصی گوناگون را به طور صحیح و با در نظر گرفتن کلیه ابعاد و جوانب، نسبت به یکدیگر مورد مقایسه قرار داد، در سالهای اخیر زمینهساز انجام مطالعات نوین همترازسازی در علمسنجی بوده است. این مقاله در پی تبیین ضرورتهای همترازسازی ارزیابیهای حوزههای تخصصی متفاوت و شناسایی آسیبهای غفلت از همترازسازی در این ارزیابیهای تخصصی است که به صورت مطالعه موردی در حوزه هنر انجام شده است. این مقاله با رویکرد ترویجی به تحلیل، جمعبندی و انعکاس نتایج یافتههای مرتبط به منظور روشنگری جامعه علمی در خصوص اهمیت همترازسازی در ارزیابی حوزههای تخصصی گوناگون پرداخته است. این پژوهش از نوع پژوهشهای تحلیلی است که با استفاده از روش کتابخانهای انجام شد. نتایج نشان میدهد مهمترین آسیبهایی که مطالعات همترازسازی علمسنجی در پی رفع آن است، به این واقعیت باز میگردد که انجام ارزیابی و مقایسۀ رشتههای علمی و یا پژوهشگران حوزههای مختلف بدون توجه به این تفاوتها و مسائل در وهله نخست موجب خواهد شد ارزیابیکنندگان از انجام مطالعات تطبیقی رشتههای مختلف با یکدیگر صرفنظر و فقط به سطح مقایسه درونرشتهای اکتفا کنند. این در حالی است که با تکیه بر مطالعات همترازسازی و بهرهگیری از رویکرد مشابهت یا همسانی، ضمن در نظر گرفتن کلیه ملاحظات موجود در هر یک از حوزههای تخصصی، امکان مقایسه حوزههای تخصصی متفاوت فراهم میشود و نتایج کاربردیتر و سیاستگذارانهتری به برنامهریزان و سیاستگذاران علم، فناوری و نوآوری قابل ارائه خواهد بود. به عنوان مثال شناسایی بروندادهای غالب هر حوزه، در خصوص حوزههایی که از لحاظ ماهیتی تفاوت زیادی با سایر حوزهها دارند همچون حوزه هنر که در این مقاله مورد بررسی قرار گرفت میتواند با استفاده راهکارهای مشابهی همچون همترازسازی و شیوههای مشابه که باز هم در این مقاله به آن اشاره شد در دستور کار اینگونه سازمانها قرار گیرد.

هدف این مقاله استخراج شاخصهای بخش فناوری و نوآوری از اسناد بالادستی همچون نقشه جامع علمی کشور و برنامه پنج ساله ششم توسعه، و بررسی چگونگی همراستایی آنها با شاخصهای مشابه در گزارش ملی پایش و ارزیابی علم، فناوری و نوآوری کشور، و نیز بررسی وضعیت فناوری و نوآوری ایران بر مبنای هدفگذاریهای اسناد بالادستی است. این پژوهش توصیفی- تحلیلی است که با رویکرد علمسنجی به منظور بررسی تطبیقی شاخصهای سنجش و ارزیابی فناوری و نوآوری در اسناد بالادستی انجام شده است. برای مقایسه و تحلیل وضعیت موجود با وضعیت مطلوب از دادههای گزارش ملی پایش و ارزیابی بخشهای آموزش، پژوهش و فناوری کشور در سال 97 در بازه زمانی 5 ساله 1393 تا 1397 (2018-2014) استفاده شد. مقایسه شاخصهای ارزیابی فناوری و نوآوری نشان داد همپوشانی اندکی بین شاخصهای پایش و اسناد بالادستی وجود دارد و در برخی موارد نظام پایش قادر به پاسخگویی به اسناد بالادستی از وضعیت علم و فناوری ایران نیست. بنابراین شاخصهای نظام پایش نیاز به بازنگری و همپوشانی بیشتر با اسناد بالادستی دارد. شاخصهای مطرح و کمیتهای مطلوب در هر دو سند بالادستی نیازمند روزآمدسازی با شرایط کنونی و همسوسازیاند. همچنین ایران در مقایسه با کمیتهای مطلوب در برخی شاخصها، عملکرد مطلوب و در تعدادی عملکرد نامطلوب داشته است. برای نمونه جهش خوبی در شاخص «تعداد بنگاههای دانشبنیان» داشتیم اما در برخی شاخصها همچون «تعداد اختراعها و اکتشافات به ثبت رسیده به تفکیک ملی و بینالمللی» با مقدار مصوب اسناد بالادستی فاصله بسیار داریم.

تحلیل تماتیک شاخصهای ارزیابی علم، فناوری و نوآوری کشورهای منطقه سند چشمانداز 1404
توجه به شاخصهای بینالمللی ارزیابی علم، فناوری و نوآوری2 برای تعیین جایگاه کشورها در این زمینه و نیز رقابتپذیری آنها لازم است ولی در مجموع، از نظر کاربرد در سیاستگذاری علم، فناوری و نوآوری در کشورهای در حال توسعه، کارایی و اثربخشی مطلوبی ندارند. به دلیل این محدودیت، بسیاری از کشورهای در حال توسعه نیز به ایجاد نهادهایی برای انجام ارزیابیها، سنجشها و توسعه چارچوبهای ارزیابی پرداختهاند. در همین راستا، هدف پژوهش حاضر بررسی شاخصهای ارزیابی علم، فناوری و نوآوری، حوزههای موضوعی آنها و خلأهای موجود در کشورهای در حال توسعه است. در این مقاله، تعدادی از کشورهای منطقه سند چشمانداز 1404 به لحاظ اهمیت راهبردی آنها و بر اساس معیار دسترسی به اطلاعاتشان انتخاب شدهاند. سپس، از طریق مطالعات کتابخانهای و با بررسی اسناد و مدارک موجود، اطلاعات مربوط جمعآوری و حوزههای موضوعی شاخصهای ارزیابی علم، فناوری و نوآوری در این کشورها با روش کیفی تحلیل تم/ زمینه، بررسی، آمارگیری و توصیف شده است. حوزههای موضوعی اصلی شاخصهای علم، فناوری و نوآوری در کشورهای مورد بررسی عبارتاند از: سرمایه انسانی علم و فناوری و نوآوری؛ انتشارات علمی و اشاعه دانش؛ فناوری؛ نوآوری و رقابتپذیری؛ نهادها و محیط علم، فناوری و نوآوری؛ منابع مالی علم، فناوری و نوآوری و سرمایهگذاری. بر پایه نتایج، خلأها و کاستیهای زیادی در زمینه شاخصهایی وجود دارد که اثرات اقتصادی و اجتماعی علم، فناوری و نوآوری را میسنجند و برای کشورهای در حال توسعه مهماند.

سیاستگذاری برای توسعه علوم و فناوری های بنیادین: مروری بر برخی تجارب برتر جهانی
یکی از حوزههای بسیار مهم در زمینه سیاستگذاری علم، فناوری و نوآوری، سیاستگذاری در رابطه با رشد و توسعه علوم و فناوریهای بنیادین است. بنابراین، نقش علوم و فناوریهای بنیادین در فرایند توسعه جوامع به حد کافی مورد توجه و مطالعه قرار نگرفته است و توافق فراگیری در خصوص اهمیت این علوم برای توسعه و حمایت از آنها وجود ندارد. هدف از این مقاله شناسایی حوزههای علمی تحت پوشش، ابعاد کلیدی کارکردی، طرحها و برنامههای سیاستی نهادهای حامی علوم و فناوریهای بنیادین در کشورهای پیشرو و استخراج توصیههای سیاستی برای سازمانهای مشابه در ایران است. این مقاله با بهرهگیری از روش تحلیل اسناد و رویکرد محکزنی (ترازیابی) با بهترین تجارب، به مطالعه و بررسی تجارب برتر جهانی در زمینه سیاستگذاری برای توسعه علوم و فناوریهای بنیادین در کشورهای پیشرو در عرصه علم و فناوری پرداخته است. از یافتههای کلیدی این پژوهش میتوان به کارکردهای اصلی نهادهای حامی توسعه علوم و فناوریهای بنیادین اشاره کرد که عبارتاند از: حمایت از استعدادها و پیشگامان علمی و فناورانه؛ حمایت از آموزش و پژوهش مسئلهمحور به منظور حل چالشهای ملی و بینالمللی؛ توسعه تعاملها و همکاریهای علمی و فناورانه بینالمللی؛ حمایت از پژوهشهای نوآورانه و تجاریسازی دستاوردهای پژوهشی؛ حمایت از پژوهشهای بنیادین در زمینه کلان روندهای علمی و فناورانه و عمومیسازی، مردمیسازی و ترویج گفتمان علم و فناوری در جامعه.

چالش ها، مسائل و الزامات ساختاری پیاده سازی نظام ملی ارزیابی اثر بخشی علم، فناوری و نوآوری
ارزیابیهای مبتنی بر اثربخشی، به دلیل تمرکز بر شناسایی و تبیین ارتباط میان عملکردها از یک سو و اهداف و مأموریتها از سویی دیگر، همواره مورد توجه کشورها و سازمانها قرار داشته است. به عبارتی، در این نوع ارزیابیها، سعی بر آن است تا تبیین شود که فعالیتهای انجام شده در کشور یا سازمان، تا چه میزان با اهداف و مأموریتهای آنها همسو و همراستا و توانسته است به نیازهای مطرح شده در این اهداف و مأموریتها جامه عمل بپوشاند. این نوع مطالعات در علمسنجی نقش ویژهای ایفا میکنند؛ زیرا جدای از اینکه کشور یا سازمان چه میزان دستاورد علمی، فناورانه یا نوآورانه دارد، این نوع مطالعات میتوانند نشان دهند که این فعالیتها تا چه میزان با اهداف و مأموریتهای تعیین شده مطابقت دارند و به عبارتی به این پرسش مهم پاسخ دهند که آیا چنین فعالیتهایی باید انجام میشده یا خیر؟ با وجود اهمیت این مقوله، هنوز ارزیابیهای علم، فناوری و نوآوری مبتنی بر تبیین اثربخشی در دستور کار مراکز فعال در سنجش و ارزیابی علم، فناوری و نوآوری در کشور قرار نگرفته و لازم است برای پیادهسازی چنین رویکردهایی در ارزیابی، ساختاری منسجم و نظاممند تدوین شود. این پژوهش سعی دارد ضمن برشمردن ابعاد ارزیابیهای مبتنی بر اثربخشی در علم، فناوری و نوآوری، مدلی مفهومی برای ساختار این نوع ارزیابیها در کشور ارائه دهد. این پژوهش به عنوان یک مطالعهای تحلیلی- نظری، با رویکرد ترویجی و با استفاده از روشهای کتابخانهای و پیمایشی، به مطالعه، موشکافی و تحلیل ابعاد و مسائل مطرح در این پژوهش میپردازد. به این ترتیب، از منابع و متون چاپی و الکترونیکی مرتبط و همچنین از مصاحبه به عنوان ابزار گردآوری اطلاعات استفاده شد. جامعه انسانی این پژوهش عبارتاند از تعداد 15 نفر از صاحبنظران عرصههای ارزیابی علم، فناوری و نوآوری که با روش نمونهگیری هدفمند انتخاب شد. نتایج حاکی از آن است که ارزیابیهایی که با هدف شناسایی اثربخشی فعالیتها و عملکردهای سازمانی و ملی صورت میپذیرد، از اهمیت خاصی در علمسنجی برخوردارند؛ زیرا این نوع ارزیابیها در واقع به پرسش مهمی پاسخ میدهند که پیش از شروع مرحله ارزیابی، کارایی مطرح میشود و در خصوص درستی یا نادرستی فعالیتهایی است که باید در دستور کار قرار میگرفت. به عبارتی، در ارزیابی اثربخشی فعالیتها و عملکردها، مبنای تعیین درستی یا نادرستی فعالیتها، میزان ارتباط آنها با اهداف و مأموریتهای تعیین شده است. به طوری که هر فعالیت هر چقدر هم که با کیفیت و با صرف انرژی و هزینههای اندکی انجام شده باشد، در صورتی که با اهداف و مأموریتهای تعیین شده مطابقت نداشته باشد، از اثربخشی لازم برخوردار نخواهد بود و نمیتوان آن را موجه قلمداد کرد. با وجود این، برای نیل به این نوع ارزیابیها به صورت نظامیافته، نظام ارزیابی علم، فناوری و نوآوری کشور به الزامهای مفهومی و ساختاری جدیدی نیازمند است که باید با پشتیبانی نهادها و سازمانهای ذینفع، تبیین و پیادهسازی شود. نتایج به دست آمده در این مقاله نشان میدهد که برای دستیابی به چنین اهدافی، میتوان بر اساس مدل کنسرسیوم ملی سنجش و ارزیابی علم، فناوری و نوآوری عمل کرد.

الزامها، چالشها و راهکارهای سیاستی اندازهگیری هزینه کرد تحقیق و توسعه در ایران
هدف از این تحقیق شناسایی الزامها و چالشهای اندازهگیری هزینهکرد تحقیق و توسعه در ایران و پیشنهاد راهکارهای سیاستی برای رفع آن چالشها است. به این منظور ابتدا مطالعات کتابخانهای برای شناسایی الزامها و بررسی وضعیت موجود اندازهگیری و گزارشدهی هزینهکرد تحقیق و توسعه در ایران انجام شد. سپس به کمک پیمایش با استفاده از مصاحبههای نیمهساختاریافته با خبرگان و کارشناسان مهمترین دستگاههای مرتبط، چالشهای اندازهگیری هزینهکرد تحقیق و توسعه به دست آمد. روش نمونهگیری در این تحقیق، نمونهگیری هدفمند غیرتصادفی است. تحلیل یافتهها ﻧﺸـﺎن ﻣﻲدﻫﺪ مهمترین چالشهای اندازهگیری و گزارشدهی هزینهکرد تحقیق و توسعه در ایران عبارتاند از: فقدان استاندارد ملی و مورد توافق مجریان برای تعریف تحقیق و توسعه، نبود شفافیت در تعریف ردیفهای بودجهای تحقیق و توسعه در بخش دولت، فقدان پیمایش کارگاههای صنعتی کوچک و خرد دارای فعالیت تحقیق و توسعه و مؤسسهها و نهادهای غیرانتفاعی، تعدد متولیان اندازهگیری و گزارشدهی هزینهکرد تحقیقوتوسعه، مشارکت نکردن مجریان تحقیق و توسعه در پیمایشها و ضعف نظام آماری تحقیق و توسعه. با توجه به پشتوانههای قانونی موجود و دریافت نظرات خبرگان به روش پانل، مهمترین راهکارهای سیاستی برای رفع چالشهای فوق عبارتاند از تدوین و تصویب راهنمای ملی تعریف تحقیق و توسعه، بازنگری در ساختار لایحه بودجه و افزایش شفافیت ردیفهای برنامهای تحقیق و توسعه، تعیین نهاد متولی پیمایش و اندازهگیری هزینهکرد تحقیق و توسعه و استقرار و اداره سیستم اطلاعات مدیریت علم، فناوری و نوآوری.

واکاوی نقش نهادهای ارزیابی علم، فناوری و نوآوری کشور و پیشنهاد نظام جامع پایش و ارزیابی
بسیاری از کشورها به دنبال ایجاد نظام پایش و ارزیابی هستند تا بتوانند با کمک آن ضمن دستیابی به درک بهتر از عملکرد خود، آن را ارتقاء دهند. ساختار فعلی نظام نظارت و ارزیابی علم و فناوری کشور چندپاره، بخشی و گسسته است و هر نهادی خود را متولی بخشهای مختلفی از این نظام میداند. حل بخش عمدهای از مشکلات نظارت و ارزیابی نظام علم و فناوری در گرو تبیین مدل صحیح تقسیم کار ملی در این حوزه است. در این رابطه لازم است مسؤولیت و فعالیت نهادهای بالادستی، سیاستگذار و مجری در حوزه علم و فناوری، مرزبندی و تعاملات آنها با یکدیگر در قالب یک نظام منسجم، معین شود و نسبت هرکدام از نهادها و سازمانها با نظام علم، نوآوری و فناوری کشور تبیین شده و سطح اختیارات و حیطه عملکردی آنها مشخص شود. در این مطالعه، بازیگران و نهادهای مرتبط با ارزیابی علم و فناوری در ایران، مأموریتها و اقدامات آنها بررسی شده، رویکردهای مطلوب بهمنظور طراحی نظام آمار و اطلاعات تبیین میشود و با نگاه سیستمی و درنظر گرفتن شرایط کشور، نظامی بهمنظور نظارت بر علم و فناوری پیشنهاد میگردد.

بینالمللیشدن آموزش عالی و آینده ارزیابی علم و فنّاوری در ایران
رقابتپذیری در علم، فناوری و نوآوری به اصلی جهانشمول تبدیل شده است؛ به شکلی که امروزه اثربخشی محلی مؤسسات آموزش عالی در چگونگی نقشآفرینی آنها در سپهر جهانی معنا پیدا کرده است. تلاش کشورهای مختلف برای پشتیبانی از حضور دانشگاههایشان در نظامهای رتبهبندی بینالمللی یکی از مصادیق این مدعی است. مشارکت و تسهیم کشورها در منافع حاصل از انجام برنامههای آموزشی، پژوهشی، فناورانه و نوآورانه مشترک و چندجانبه در دستیابی به وضعیتهای مطلوب آینده نقش تعیینکنندهای پیدا کرده است. محدودیت منابع انسانی مستعد و باهوش از یک سو و نیز محدود بودن منابع مالی باعث شده کشورهای مختلف از طریق ایجاد بستر لازم از حیث بینفرهنگی و بینالمللی زمینههای تعریف و اجرای برنامههای مشترک در حوزههای متفاوت علم، فناوری و نوآوری را ایجاد کنند به شکلی که شبکهای از افراد حقیقی همچون پژوهشگران و دانشگاهیان و نیز افراد حقوقی همچون دانشگاهها و سازمانهای بینالمللی دولتی و غیردولتی از سراسر جهان ایجاد شود و در این شبکه با به اشتراک گذاشتن ایدهها و سرمایههای معنوی و نیز مادی بتوانند منافع بلندمدت خود را تأمین کنند. هدف اصلی این مقاله پاسخ به این پرسش است که بینالمللیشدن آموزش عالی چگونه میتواند به تحقق آیندة مطلوب ارزیابی علم و فناوری در ایران کمک کند؟ روش استفاده شده برای پاسخ به این پرسش مطالعات اسنادی با رویکرد آیندهپژوهی بوده است به شکلی که روندهای مرتبط با تأثیر بینالمللیشدن در شکلیدهی به نظام ارزیابی علم و فناوری تحلیل شده است. یافتة اصلی به دست آمده در این مقاله آن است که بینالمللیشدن آموزش عالی یکی از روندهای اصلی شکلدهنده به آیندة علم، فناوری، آموزش عالی و دانشگاه است و از این رو نظام ارزیابی علم و فناوری به طور اجتنابناپذیری ناگزیر از لحاظ کردن این موضوع است در غیر اینصورت کیفیت رقابتپذیربودن مؤسسات علمی و فناورانه در آینده از میان خواهد رفت.
