تحلیل شاخص‌های سنجش و ارزیابی فناوری و نوآوری در اسناد بالادستی کشور

چکیده

هدف این مقاله استخراج شاخص‌های بخش فناوری و نوآوری از اسناد بالادستی همچون نقشه جامع علمی کشور و برنامه پنج ‌ساله ششم توسعه، و بررسی چگونگی همراستایی آنها با شاخص‌های مشابه در گزارش ملی پایش و ارزیابی علم، فناوری و نوآوری کشور، و نیز بررسی وضعیت فناوری و نوآوری ایران بر مبنای هدف‌گذاری‌های اسناد بالادستی است.
این پژوهش توصیفی- تحلیلی است که با رویکرد علم‌سنجی به منظور بررسی تطبیقی شاخص‌های سنجش و ارزیابی فناوری و نوآوری در اسناد بالادستی انجام شده است. برای مقایسه و تحلیل وضعیت موجود با وضعیت مطلوب از داده‌های گزارش ملی پایش و ارزیابی بخش‌های آموزش، پژوهش و فناوری کشور در سال 97 در بازه زمانی 5 ساله 1393 تا 1397 (2018-2014) استفاده شد.
مقایسه شاخص‌های ارزیابی فناوری و نوآوری نشان داد همپوشانی اندکی بین شاخص‌های پایش و اسناد بالادستی وجود دارد و در برخی موارد نظام پایش قادر به پاسخگویی به اسناد بالادستی از وضعیت علم و فناوری ایران نیست. بنابراین شاخص‌های نظام پایش نیاز به بازنگری و همپوشانی بیشتر با اسناد بالادستی دارد. شاخص‌های مطرح و کمیت‌های مطلوب در هر دو سند بالادستی نیازمند روزآمدسازی با شرایط کنونی و همسوسازی‌اند. همچنین ایران در مقایسه با کمیت‌های مطلوب در برخی شاخص‌ها، عملکرد مطلوب و در تعدادی عملکرد نامطلوب داشته ‌است. برای نمونه جهش خوبی در شاخص «تعداد بنگاه‌های دانش‌بنیان» داشتیم اما در برخی شاخص‌ها همچون «تعداد اختراع‌ها و اکتشافات به ثبت رسیده به تفکیک ملی و بین‌المللی» با مقدار مصوب اسناد بالادستی فاصله بسیار داریم.

This study aims to extract the indicators of technology and innovation from upstream documents, to examine how they align with similar indicators in the National Report on Monitoring and Evaluation of Science, Technology and Innovation, and to examine the state of technology and innovation in Iran based on the goals of policy documents.
This is a descriptive-analytical study that has been conducted using scientometrics methods to comparatively study the measurement and evaluation indicators of technology and innovation policy documents. To compare and analyze the current situation with the desired one, the study uses the data for the period of 5 years, from 1393 to 1397 (2018-2014), using the National Report of Monitoring and Evaluation of Education, Research, and Technology of the country in the year 1997.
The comparison of technology and innovation evaluation indicators in the country's comprehensive scientific plan and the Sixth Five-Year Development Plan with the national monitoring system indicates that there is little overlap between monitoring indicators and upstream documents . In some cases, the monitoring system is not able to respond to policy documents of the state of science and technology in Iran. Therefore, the indicators of the monitoring system need to be further reviewed and overlapped with the policy documents. The proposed indicators and desirable quantities in both policy documents need to be updated with the current situation and aligned. Studies have indicated that Iran has had a desirable function in some indicators and a poor performance in some indicators compared to the desired quantities. For example, we had a good jump in the "number of knowledge-based enterprises" Indicator, but in some indicators, such as the "number of patents and discoveries registered nationally and internationally" we are far from the approved amount of policy documents
