The purpose of this study was to analyze the content of managers' competency models to identify the dimensions and components of competency models of university librarians. The present research is a qualitative content analysis that uses conventional and guided approaches to identify the dimensions and components of the competency model of academic librarians. The data gathering tools in this study are documents. Data coding and analysis were performed using Max Kiuda software version 12. The study identified the competency model of university library managers at two levels: general and professional competencies. General competencies consisted of six general domains, including competencies of individual-behavioral, social-communicative, moral-value, organizational-managerial, insight-perceptual, and innovative-entrepreneurial. For the evaluation of managers, 83 and 15 indices were identified at the level of general competence and specialized competencies, respectively. Given the evolution of various technologies and the need to apply these technologies in the advancement of libraries and to move them further to digitalization, academic libraries need managers who, in addition to general managerial knowledge and specialized knowledge, are the latest Technology advances awareness and skills learned in using these technologies and how to use them in academic libraries.

Innovation is a process in which multiple components with complicated relationships are involved. All components of innovation and the relationships between them are influenced by the peripheral environment. Thus, Innovation should be considered with a holistic and systemic approach. For nearly three decades, the national innovation system approach has raised to confront the complexities of innovation. The national innovation system is an interconnected set of institutions that create, accumulate and transfer knowledge, skills, and creativity and lead to new technologies. Much of the inefficiency and ineffectiveness of the national innovation system is due to its path dependency, so-called lock-in the past path. Therefore, it is necessary to prevent this phenomenon in any economy. Understanding the various dimensions and aspects of this phenomenon is essential for this. In this regard, this article studies this concept in detail by reviewing the related literature and identifies all its dimensions. The results of this study show that path dependency in national innovation systems can be classified into both technology path dependency and institutional path dependency. Any type of path dependency can be due to history or positive feedback. In this study, in addition to describing the types of path dependency in the national innovation system, the source and reasons for each are described.

The Analysis of Status of Urban Renewal Financing Methods in Upstream Documentation and Development Plans Laws of Iran

In this research, we study the laws and regulations in the area of financing the Renovation of urban worn-out texture by applying the library and review methodology. The results of the survey showed that in most of the documents, including five-year development plans, budget laws, five-year plan of the municipality and the law of supporting the improvement and renovation of worn-out and inefficient urban textures, various aspects of the renewal of the worn-out texture and expand a range of corresponding financing methods are mentioned directly and indirectly. Therefore, according to the results, most of the worn-out financing methods are legally supported. Thus, it seems that the failure to use some of these financing methods is not due to their legal constraints. A considerable point of concern is that, due to the difference in the conditions of worn-out texture, each seeks appropriate financing methods that are neglected in documents, laws, and even regulations. Meanwhile, financing with public participation is one of the most prominent examples of resistance economics, which includes the benefits of low-cost financing, short supply time, and the promotion of entrepreneurship culture among the community. Therefore, moving toward resistance economics in the field of urban management can provide a suitable platform for promoting financial strength and reducing urban costs.

The purpose of the present study is to investigate the fate of Middle East health articles with regard to the amount of prior to retraction citations and post retraction citations by countries. This is an applied research and has been conducted using scientometric methods and descriptive-analytical approach. The Research population is all retracted articles of Middle-eastern countries in the field of health science which has been indexed in Clarivate Analytics from 1980 to 2018. The output of this information was compiled in VOSviewer software to draw up a collaborative map and scientific collaboration between countries. Research findings indicate that Iran, Egypt, Turkey, Saudi Arabia, Israel, Lebanon, and the United Arab Emirates have published retracted articles in the field of health science that in the meantime, Iran, Egypt, and Turkey have the most articles, respectively. Also, except for Turkey, all citations received by all countries were posted retraction citations. More than half of these articles have been retracted in less than a year. In fact, the findings of this study can be used for policy research of research behavior in the field of health science.

The role of the entrepreneur in the process of technology change has made entrepreneurship a focus of research and identifying opportunities as the focus of entrepreneurship has been the focus of researchers. The purpose of this study was to present a predictive model for identifying entrepreneurial opportunities considering the role of information and communication technology literacy among medical students of Shiraz University by path analysis method. In this study, entrepreneurial consciousness dimensions have a mediating variable role. For this purpose, 373 students were selected using the Morgan Table as a sample and completed a self-report questionnaire consisting of ICT literacy subscales (Zare Moghaddam, Hesami, Rostami, and Ghorbani, 2017) identifying opportunities. Entrepreneurial (Pahhaka, 2010) and Entrepreneurial Consciousness (Tang & Murphy, 2012) have responded. Besides, the reliability of the scales has been evaluated and confirmed by Cronbach's alpha coefficient. The method of this research is descriptive and correlational. The results show that information technology literacy does not directly affect the recognition of study opportunities. Rather, it has an indirect impact on the recognition of entrepreneurial opportunities through the dimensions of entrepreneurial awareness (scanning and searching as well as collaboration and communication). Among the dimensions of entrepreneurial vigilance, the dimension of searching and searching has the most impact on identifying entrepreneurial opportunities.By identifying and targeting opportunities and taking advantage of them, entrepreneurs enhance the process of market production and the fulfillment of social and economic needs. Entrepreneurs with high entrepreneurial awareness can obtain up-to-date information, and by processing the information gained they, have a greater chance of identifying entrepreneurial opportunities

The purpose of this study was to investigate the challenges of accepting international students to the Iranian higher education system since the existing studies and experiences indicate a variety of problems in accepting international students in the higher education system in Iran. On the other hand, according to the Sixth Development Plan, there is a long way in order to reach to the goal of increasing the accepting international students. Therefore, in order to achieve these goals and increase international students, it is necessary to understand the existing obstacles and shortcomings. Therefore, the qualitative method has been used in order to achieve the purpose of the study. Moreover, the tools of data collection were semi-structured. The population of study was the faculty members of public comprehensive universities in Tehran. The samples of this study were also selected in the form of snowball. The results of the interviews were also analyzed using the thematic method. The findings indicate that the major challenges for accepting the international students can be categorized into five dimensions: educational, cultural and social barriers, economic barriers, political barriers, and structural / management categories. Finally, according to the results of this study, several suggestions were made to address the challenges for the accepting the international students in the higher education systems of Iran.

Endowment or waqf has a long history and has been emphasized in Islam as a good tradition. One of the main strategies for using the Waqf entity is to link it with the scientific system of the country. Due to the centralized and state-oriented policies governing the scientific system, the progress of education and research in the country faces many problems. Endowment as a long-standing traditional and popular institution in can be one of the main capacities for reforming the scientific system. The purpose of this research is to explore the foundations for the reform of the scientific system. The method of data collection and analysis is the library and thematic analysis method. Based on the results of this research, five main themes and organizers which are derived from the analysis of the content of written literature related to the central and comprehensive content of "the relationship between the endowment and the institution of science" are Economic dimension, International dimension, Technology dimension, human dimension, and Capital distribution dimension. Based on the results of this research, the investment of endowments in the use of world-class technologies in education and research, livelihood support of professors and students, decentralizing and popularizing the management of scientific centers, scientific diplomacy, endowment fundraising, preservation of scientific and historical centers, the establishment of independent libraries and research institutes, the creation of international publications and scientific databases based on endowment strategies, are the basis for the reform of the scientific system of the country.
