The results of the survey showed that in most of the documents, including five-year development plans, budget laws, five-year plan of the municipality and the law of supporting the improvement and renovation of worn-out and inefficient urban textures, various aspects of the renewal of the worn-out texture and expand a range of corresponding financing methods are mentioned directly and indirectly. Therefore, according to the results, most of the worn-out financing methods are legally supported. Thus, it seems that the failure to use some of these financing methods is not due to their legal constraints. A considerable point of concern is that, due to the difference in the conditions of worn-out texture, each seeks appropriate financing methods that are neglected in documents, laws, and even regulations. Meanwhile, financing with public participation is one of the most prominent examples of resistance economics, which includes the benefits of low-cost financing, short supply time, and the promotion of entrepreneurship culture among the community. Therefore, moving toward resistance economics in the field of urban management can provide a suitable platform for promoting financial strength and reducing urban costs. در این پژوهش با استفاده از روش کتابخانه‌ای و مروری، به بررسی قوانین و مقررات در حوزه تأمین منابع مالی نوسازی بافت‌های فرسوده شهری، پرداخته‌ شده است. نتایج نشان داد در اکثر اسناد از جمله برنامه‌های پنج ‌ساله توسعه، قوانین بودجه، برنامه پنج ‌ساله شهرداری و قانون حمایت از احیای بهسازی و نوسازی بافت‌های فرسوده و ناکارآمد شهری، به ابعاد مختلف احیای بافت فرسوده و طیف وسیعی از روش‌های تأمین مالی آن اشاره ‌شده است. بنابراین طبق نتایج، اکثر روش‌های تأمین مالی بافت فرسوده، پشتوانه‌های قانونی دارند. بنابراین به نظر می‌رسد به کار‌ نگرفتن برخی شیوه‌های تأمین مالی در بافت فرسوده، ناشی از محدودیت قانونی آنها نیست. نکته قابل ‌تأمل در این زمینه آن است که با توجه به تفاوت شرایط بافت‌های فرسوده، شیوه‌های تأمین مالی متناسب با خود را می‌طلبند که این مسئله در اسناد، قوانین و حتی آیین‌نامه‌ها مغفول مانده است. همچنین، تأمین مالی با مشارکت عمومی یکی از بارزترین مصادیق اقتصاد مقاومتی است که از جمله مزایای آن، می‌توان به کم‌هزینه بودن تأمین مالی، کوتاه بودن زمان تأمین آن و ارتقای فرهنگ کارآفرینی در جامعه اشاره کرد. بنابراین حرکت به ‌سوی اقتصاد مقاومتی در حوزه مدیریت شهری می‌تواند بستر مناسبی را برای ارتقای توان مالی و کاهش هزینه‌های شهری را فراهم کند. https://rahyaft.nrisp.ac.ir/article_13765_1d51d020844c44c26e760ae88fc6fb55.pdf
