تأکید بر ارزیابی و اعتبارسنجی کیفیت در نظام آموزش عالی ایران در راستای اسناد بالادستی

چکیده

امروزه ارزیابی و اعتبارسنجی کیفیت از ضرورت‌های نظام‌های آموزش عالی در سراسر جهان است و کشورهای مختلف در پی آن هستند که با به‌کارگیری روش‌های ارزیابی، به‌طور مستمر به بهبود کیفیت نظام آموزش عالی خود بپردازند. در این راستا در ایران نیز پس از توسعه کمی آموزش عالی در جهت پاسخ به تقاضای اجتماعی، چالش کیفیت آن مطرح ‌شده و به دنبال آن در اسناد بالادستی مورد توجه قرارگرفته و طی یک دهه گذشته اقداماتی در جهت ارزیابی کیفیت انجام‌شده است. اهمیت این موضوع تا حدی است که در سیاست‌های ابلاغی مقام معظم رهبری در حوزه علم و فناوری نیز به‌ صراحت به تقویت نظام‌های ارزیابی و اعتبارسنجی اشاره‌ شده است. بر این اساس این مقاله قصد دارد تا با گذشت بیش از یک دهه از تجربه نظام ارزیابی و اعتبارسنجی کیفیت در آموزش عالی کشور به بررسی و تحلیل اقدامات انجام ‌شده در این حوزه پرداخته و ضمن شناسایی چالش‌ها، راهکارهایی را در جهت ساماندهی و تقویت آن ارائه کند.

چکیده [English]

Nowadays, quality evaluation and accreditation are the necessity of higher education systems worldwide. Different countries are seeking to continuously improve the quality of their higher education system by applying evaluation methods. In this regard, in Iran, after the quantitative development of higher education in response to social demand, the concern regarding quality challenge has been raised, followed by considering it in the upstream documents. Besides, over the past decade, some quality measures have been undertaken. The importance of this issue is to the extent that the policies of the supreme leader in the field of science and technology have also explicitly referred to the strengthening of evaluation and accreditation systems. Accordingly, this article intends to review and analyze the actions taken in this field after more than a decade of experience in a quality assessment and accreditation system in the country. Then, it identifies challenges and provides solutions to improve and enhance it.
