سنجش فضایی اقتصاد دانش‌بنیان در استان‌های مختلف ایران (رویکرد شاخص ترکیبی)

چکیده

اقتصاد دانش‌بنیان، اقتصادی است که بر مبنای تولید، توزیع و کاربرد دانش پایه‌گذاری شده است و سرمایه‌گذاری دانش‌محور در آن اهمیتی کلیدی دارد. دستیابی به اقتصاد دانش‌بنیان مستلزم سرمایه‌گذاری در حوزه‌ نیروی انسانی و تدوین سیاست‌های متمرکز بر تحقیق و نوآوری است تا در نهایت بتوان از طریق کارآفرینی و ایجاد صنایع کوچک، متوسط و بزرگ دانش‌بنیان به اهداف کلان اقتصادی و اجتماعی در مناطق دست یافت. با توجه به اهمیت اقتصاد دانش‌بنیان، دراین مقاله به سنجش و‌ رتبه‌بندی آن در استان‌های مختلف ایران با رویکرد شاخص ترکیبی بر اساس روش تلفیقی تحلیل سلسلهمراتبی- تاپسیس پرداخته شده است. نتایج نشان می‌دهد استان‌های تهران، سمنان، کرمان و اصفهان به ترتیب در رتبه اول تا چهارم از لحاظ اقتصاد دانش‌بنیان برخوردارند و آخرین رتبه شاخص ترکیبی اقتصاد دانش‌بنیان به ترتیب به استان‌های لرستان، خراسان شمالی، آذربایجان غربی و کردستان اختصاص دارد. با توجه به نقش و اهمیت شرکت‌های دانش‌بنیان، پژوهش‌های کاربردی، اختراع‌ها و نیروی انسانی متخصص به ویژه در دوره‌ تحصیلات تکمیلی در توسعه اقتصاد دانش‌بنیان در استان‌ها، سیاست‌گذاران ‌باید در برنامه‌های اجرایی سند آمایش آموزش عالی کشور در راستای ارتقای این شاخص‌ها در استان‌های کمتر توسعه‌یافته توجه کافی داشته باشند.

چکیده [English]

A knowledge-based economy is an economy based on the production, distribution, and application of knowledge, and Knowledge-based investment is of its key importance. Achieving knowledge-based economics requires investing in human resources and formulating research and innovation-focused policies that can ultimately achieve macroeconomic and social goals in the regions through entrepreneurship and the creation of small, medium, and large-scale industries. Considering the importance of a knowledge-based economy, the current paper assesses and ranks the different provinces of Iran through a combined AHP-TOPSIS based approach. The result shows that Tehran, Semnan, Kerman, and Isfahan provinces are ranked first to fourth in terms of the knowledge-based economy while Lorestan, West Azerbaijan, and Kordestan provinces performed miserably low. Considering the importance of knowledge-based companies, applied research, inventions, and specialized human resources, especially in postgraduate studies in the development of the knowledge-based economy in the provinces, policymakers should plan for Executive agencies of the country's higher education preparation document should pay close attention to promoting these indicators in less developed provinces.
