بررسی انتشارات علمی استان آذربایجان شرقی و دلالت‌های آن برای سیاست‌گذاری منطقه‌ای علم و فناوری

چکیده

توسعه و انتشار دانش از کارکردهای اساسی نظام‌های منطقه‌ای نوآوری است و تحلیل انتشارات علمی یکی از ابزارهای مطالعه و ارزیابی این کارکردها است. هدف این پژوهشِ کاربردی که با روش مطالعات اسنادی و کتاب‌سنجی انجام شده است، مطالعه منطقه‌ای انتشارات علمی در استان آذربایجان شرقی و بررسی میزان تطابق موضوع‌های این انتشارات با اولویت‌ها و مسائل استان است. در این مطالعه مقاله‌های پژوهشی دانشگاه‌های استان آذربایجان شرقی مورد بررسی قرار گرفته است که طی یک دهه گذشته در دو پایگاه استنادی آی‌‌اس‌‌سی و وب‌ آو ‌ساینس نمایه شده‌اند. یافته‌ها نشان می‌دهد مجموع تعداد انتشارات علمی استان پس از سال ۱۳۹۵ روندی نزولی دارد. بیشترین تعداد انتشارات علمی مربوط به زمینه علوم پایه و پزشکی است
(64 درصد) و زمینه هنر و علوم انسانی و اجتماعی- با وجود تعداد بالای دانشجویان- کمترین سهم از مجموع مقاله‌های استان (11 درصد) را به خود اختصاص می‌دهد. موضوع‌های نمایه شده انتشارات علمی در دو پایگاه استنادی آی‌اس‌سی (داخلی) و وب آو ساینس (بین‌المللی) به طور عمده متفاوت است. از نظر انطباق موضوع‌های انتشارات علمی با اولویت‌ها و مسائل پهنه‌های استان، پهنه جنوب‌ غرب وضعیت مطلوبی دارد؛ وضعیت پهنه مرکزی به نسبت مناسب است و پهنه شبستر در وضعیت نامطلوبی قرار دارد. حوزه‌های فناوری اطلاعات و ارتباطات؛ معدن؛ لجستیک و حمل‌ونقل نیازمند توجه بیشتری در پژوهش‌های استان آذربایجان شرقی است.

A Study of the Scientific Publications of East Azerbaijan Province and its Implications for Regional Policy-making of Science and Technology

چکیده [English]

The development and dissemination of knowledge is one of the essential functions of regional innovation systems, and the analysis of scientific publications is one of the tools to study and evaluate these functions. The purpose of this applied research, which is done through documentary and bibliometrics studies, is to study the regional scientific publications in East Azerbaijan province and to determine the degree of compliance of these publications with the province's priorities and policy issues. In this study, research articles of East Azerbaijan universities indexed over the past decade in ISC and Web of Science databases are investigated. The results show that the total number of scientific publications in the province has decreased after 2017. The highest number of scientific publications is in the field of basic sciences and medicine (64%) and the field of arts, humanities and social sciences -despite the large number of students- has the smallest share of papers (11%). The topics of scholarly publications indexed in the two databases are largely different. In terms of compliance of scientific publication topics with the province's priorities and issues, the southwest zone is in good condition; the central zone status is relatively good and the Shabestar zone is in poor condition. The fields of ICT, mining, logistics and transportation need more attention in East Azerbaijan province.
