Allocation of Financial Resources to Research; Supporting Models

Abstract

Supporting models for the allocation of financial resources to research have been mainly based on the concept of delegation. In this paper, we focus particularly on the assumption that says delegation regimes in the past decades have shifted from an allocation regime based on trust to regimes which imply a more active role by government. We will try to test this assumption and, if it turns out to be true, to estimate the amount of that shift and finally to observe how similar is that change in different countries.
