The rapid developments in the field of artificial intelligence (AI) and digital technologies have transformed the boundaries between technological innovation, governance and public policy. While creating unprecedented opportunities for growth and competitiveness, these technologies have raised new questions about regulation, technological justice, public trust and the future of human resources.
This special issue seeks to collect research that establishes a causal and analytical relationship between the development of science and technology, emerging trends and policy-making, and critically and documented the role of AI in shaping the future of development, economics and governance. It is recommended that articles focus on a “specific issue” and analyze the opportunities, challenges and related policy implications using theoretical, empirical or mixed approaches. By “specific issue” we mean a focus on a specific technology or application of AI (such as deep learning, large-scale language models, AI in health, energy, transportation, data compression, or algorithmic safety) and a policy analysis based on its technical understanding.
Given the importance of the topic, esteemed researchers, thinkers, and experts are invited to submit their manuscripts to the Special Issue.

How to Submit a Manuscript
1. Manuscripts must be registered in the journal system via https://rahyaft.nrisp.ac.ir.
2. The format of the manuscripts is in accordance with the “Article Writing Template in the Rahyaft Quarterly”.
3. When submitting the manuscript, select the “Artificial Intelligence, Development and Policy” special issue in the “Publication Section” section.
4. Each author can contribute to a maximum of two articles in the special issue.
5. Each manuscript will be reviewed by at least two referees and in a “both sides are anonymous” manner.
6. The quarterly journal accepts manuscripts of the research, review, promotional, case study, policy note (3,000 to 4,000 words) and short or scientific dialogue (3,000 words) types (the maximum number of words in other types of writings is 10,000 words).
7. All articles must have a specific theoretical or applied contribution to the field of science and technology policy-making and follow scientific principles and research ethics.
8. The language of the quarterly journal is Persian, but for the special issue, writings by non-Iranian experts in English are also welcomed.
9. Manuscript review is free for authors and publication of articles is free for readers.
