Identification of Barriers of Information Technology to the Executive Deployment in Iran

Abstract

Barriers and drivers involved in achieving the deployment of information technology are significantly important. This study aimed to identify barriers to the deployment of information technology in organizations of Iran. This research was applied-explorative. To identify barriers based on idea of managers and experts in the field of IT organizations, the convincing enough law was used and 20 experts were selected. Experts with experience in investigated organizations including the Office of Economic and Finance Affairs, Tax, Social Security, Ministry of Energy, Municipalities, Communication Research Centre and the Court, were selected as the sample. After the interviews, 22 independent factors were identified, regarded as the basic factors and classified in fifth class as secondary factors. Data analysis was performed using exploration treasure network exploration. The results showed that managerial factors were the important barriers of information technology implementing in Iranian organizationsAfter that, human resources, cultural factors, and finally educational factors were the important barriers of IT implementation. Among the studied organizations, compared with six other organizations the Economic and Finance Affairs was the weakest organization in the IT sector and municipalities are in the best position.
