Abstract

With the main role of knowledge in economics, business and management processes, intellectual capital have become vital now more than ever before. So human resource management as a central intellectual capital and a leverage that meet organization's major goals is one of the most important management challenges in today's organizations. The implementation of this important legislation in the public sector due to the special and general rules governing the organization has doubled limitations. So to deal with the challenges, the pathology on the right course for organizations is required  to ensure that the organization have been successful in achieving strategic objectives and implementing strategic programs. So one of the objectives of this paper which is the result of a applied research is the  human resources pathology of the research centers in the public sector using Standard 34000, to determine the level of organization maturity, providing solutions to improve processes and ultimately discuss problems in poor processes of the organization
