Individual Improvement-Institutional Excellence in the Framework of the Innovation of Scientific Rank Promotion Regulations based on the Logic of Intervention

Abstract

The "Employment Regulation of Faculty Members" is the most important organizational regulation in the Iranian academic institutions, which enumerates the set of legal duties of each scientific employee and naturally oversees the relationship between the faculty member and the academic institution. This regulation describes the processes of recruiting, hiring, maintaining, honoring and compensating the efforts of university/research scholars. On the other hand, during the last three decades, in a gradual turn, the "Rules for Promotion of Scientific Rank" have crystallized in academic institutions to the extent that every new faculty member entering the institution has a copy of the promotion regulations in his hand and starts his activities with it from the beginning of his employment. This issue has caused the scholars to expect to see a reaction in the promotion regulations for every action in the university/research institute and to get a point for it, and this point of view in the long term has led to the fact that the scholars, instead of a transcendental view and scientific demands, they will be caught in the circle of scientific pettiness, and this issue will cause scientists to distance themselves from social responsibility of the academic institution.
In this article, an attempt is made to investigate the main approach of scientific promotion regulations from the establishment of modern universities in Iran until the present time. Following the examination of the previous studies, the main drawbacks of the promotion regulations and by recognizing them, a new approach for the innovation of its regulations is introduced. This approach is based on the philosophy of "Intervention Logic" and is formulated with the dual acceptance of "individual improvement (faculty member) - institutional improvement (university/research institute)" in which, while recognizing the functional differences of each type, The academic institutions and the specifics of each of its subtypes explain a mechanism for the excellence of the quality of higher education as well as the targeted promotion of faculty members. In the end, executive considerations for the realization of the new model are explained according to the requirements of the science and technology system policy in Iran.
