The Technological Innovation System Approach to the Policy of Domestic Production of Strategic Knowledge-Based Products: A Case Study of the Seventh Development Plan of the Islamic Republic of Iran

Abstract

Given the importance of developing domestic technological capabilities and reducing reliance on imports, the policy of domestic production of strategic goods has been emphasized in Article 99 of the Seventh Development Plan Law of the Islamic Republic of Iran. However, studies indicate that numerous challenges hinder the implementation of this policy, necessitating in-depth examination and the development of appropriate solutions. In this regard, the present study aims to analyze the policy of domestic production of knowledge-based strategic goods within the framework of the Technological Innovation System (TIS).
This research employs a qualitative approach and adopts a case study strategy. The required data were collected through interviews with 12 stakeholders and the review of existing documents and reports. The interview transcripts and documents were analyzed using the thematic analysis technique. Based on the extracted themes, the challenges and weaknesses of the policy were categorized into six main groups: identification and determination of strategic goods, prioritization, domestic capabilities, policy model design for the supply of strategic goods, responsible institutions, and support mechanisms.
The findings indicate that the implementation of this policy faces challenges such as lack of coordination in determining strategic goods, unclear prioritization, weaknesses in domestic capabilities, limitations in support mechanisms, lack of transparency in the role of responsible institutions, and inefficiencies in tax, insurance, and customs incentives. These challenges have also resulted in the ineffectiveness of key functions of the Technological Innovation System in the domain of domestic production of strategic goods, particularly in research guidance, resource mobilization, and legitimacy-building.
The results of this study can assist policymakers in enhancing the implementation of the domestic production policy for strategic goods from a Technological Innovation System perspective.
