Evaluating the effectiveness of the National Elite Foundation's approaches in providing facilities to top student talents

Abstract

Training committed and expert human resources and providing the fields for identification, support, guidance and influence of elites and superior talents are among the most important strategies outlined in the above documents. The purpose of the current research is to investigate the effectiveness of the programs of the National Elite Foundation in the field of top student talents (Shahid Wazaei Plan) in the Islamic Republic of Iran by providing a suitable model. Among the research conducted in the field of scientific elites, we can refer to the research of Montazer, Nazimi and Mousavi Nasab (2013) with the title "Consequences of rethinking the concept of elites". In this article, based on a systematic analysis, a rethinking of the concept of elite and elitism has been done. The results of the study show that the main problem in the approaches related to the elite system is due to the common understanding of the term elite, which is mainly based on intelligence and ultimately brilliant talent, and other aspects of eliteness, such as expertise and social activism, have not been paid attention to.Golshahi et al. (2017) in a research entitled "Architecture of the process of guiding and employing scientific talents in Iran" investigated the processes of guiding and employing top scientific talents. The findings of this research have resulted in providing a model for guiding and employing the best scientific talents in the country, which includes two approaches of guiding elites, not structuralist and facilitatory. Among the researches conducted abroad, we can refer to Luo's (2022) research entitled "Glonacal: Academic Choices of Elite Students in Singapore Regarding Government Scholarships". In this research, he investigated the attitude of elite students towards the government scholarship scheme at the undergraduate level. The current descriptive research was conducted with a mixed (qualitative-quantitative) approach. The statistical population of the research included elites and top talents of the country, 24 people were selected for the purposeful interview phase and 50 people were selected to complete the questionnaire. MAXQDA software was used for qualitative data analysis and SPSS software was used for quantitative data.
By studying several times, the themes obtained were adjusted and modified, and the network of research themes obtained included 2 main themes and 12 sub-themes. Based on the Shahid Vazoai plan, according to the elite activities in the university, talented students are identified and supported with an active approach. Also, based on this plan, student attendance at the university and performing academic tasks under the supervision of a supervisor is one of the principles of work in scientific environments. The findings of the interview indicate that the foundation has done good and valuable activities in the field of identification, empowerment and material and spiritual support and tries to provide the field of identification, support, guidance and influence of top talents. In this direction, in order to realize the desired situation and the point of transcendence, the outstanding performance and maximum cooperation of various governmental and non-governmental organizations and institutions, knowledge-based companies and institutions must be done with the National Elite Foundation. Elite policy makers should also seek to restore or define the legal status of the National Elite Foundation and not just as an award-giving body. All institutions must be accountable to the National Elite Foundation. In other words, this research states that institutions related to elite politics in the country in order to identify, support and exploit the elite forces and their permanence in the country, must put special measures in their agenda and those processes that It is used. The National Elite Foundation of its elite path will help to implement this cycle properly from the collection of identification, empowerment, guidance, platform for attracting and influencing and finally honoring the role models.
National Foundation of Elites in order to strengthen the policies of the elites while strengthening relations with other executive bodies and taking advantage of their abilities and content for the implementation of the country's strategic document in the affairs of the elites, in order to develop support and motivational programs in the field of financial and social and the conditions in the situation. It is desirable that the elite community has enough excitement to change its state.
