بین‌المللی‌شدن آموزش عالی و آینده‌ ارزیابی علم و فنّاوری در ایران

چکیده

رقابت‌پذیری در علم، فناوری و نوآوری به اصلی جهان‌شمول تبدیل شده است؛ به شکلی که امروزه اثربخشی محلی مؤسسات آموزش عالی در چگونگی نقش‌آفرینی آنها در سپهر جهانی معنا پیدا کرده است. تلاش کشورهای مختلف برای پشتیبانی از حضور دانشگاه‌هایشان در نظام‌های رتبه‌بندی بین‌المللی یکی از مصادیق این مدعی است. مشارکت و تسهیم کشورها در منافع حاصل از انجام برنامه‌های آموزشی، پژوهشی، فناورانه و نوآورانه مشترک و چندجانبه در دستیابی به وضعیت‌های مطلوب آینده نقش تعیین‌کننده‌ای پیدا کرده است. محدودیت منابع انسانی مستعد و باهوش از یک سو و نیز محدود بودن منابع مالی باعث شده کشورهای مختلف از طریق ایجاد بستر لازم از حیث بین‌فرهنگی و بین‌المللی زمینه‌های تعریف و اجرای برنامه‌های مشترک در حوزه‌های متفاوت علم، فناوری و نوآوری را ایجاد کنند به شکلی که شبکه‌ای از افراد حقیقی همچون پژوهشگران و دانشگاهیان و نیز افراد حقوقی همچون دانشگاه‌ها و سازمان‌های بین‌المللی دولتی و غیردولتی از سراسر جهان ایجاد شود و در این شبکه با به اشتراک گذاشتن ایده‌ها و سرمایه‌های معنوی و نیز مادی بتوانند منافع بلند‌مدت خود را تأمین کنند.
هدف اصلی این مقاله پاسخ به این پرسش است که بین‌المللی‌شدن آموزش عالی چگونه می‌تواند به تحقق آیندة مطلوب ارزیابی علم و فناوری در ایران کمک کند؟
روش استفاده شده برای پاسخ به این پرسش مطالعات اسنادی با رویکرد آینده‌پژوهی بوده است به شکلی که روندهای مرتبط با تأثیر بین‌المللی‌شدن در شکلی‌دهی به نظام ارزیابی علم و فناوری تحلیل شده است.
یافتة اصلی به دست آمده در این مقاله آن است که بین‌المللی‌شدن آموزش عالی یکی از روندهای اصلی شکل‌دهنده به آیندة علم، فناوری، آموزش عالی و دانشگاه است و از این رو نظام ارزیابی علم و فناوری به طور اجتناب‌ناپذیری ناگزیر از لحاظ کردن این موضوع است در غیر اینصورت کیفیت رقابت‌پذیربودن مؤسسات علمی و فناورانه در آینده از میان خواهد رفت.

چکیده [English]

Competitiveness in science, technology, and innovation has turned into a worldwide principle in a way that the effectiveness of local higher education institutes depends on their role in the global sphere. The national efforts in different countries to support their universities and position them in a better international ranking is clear proof for this state. The internationalization of higher education is one of the trends which is shaping the future of science, technology, and innovation transformation in the world. Countries increasingly are participating and sharing in the benefits of joint bilateral and multilateral research, education, innovation, and technology programs to achieve preferable future situations. The limitation of human capital and financial resources leaded different countries in different parts of the world to facilitate intercultural and international collaboration, define joint programs in science, technology, and innovation, and create networks of stakeholders from researchers and academicians to international non-governmental and governmental organizations. This process develops the international exchanges of researchers and scientists and then the sharing of knowledge and innovation in the long-term.
The main question in this paper is: how internationalization of higher education helps to achieve a preferable alternative future for the evaluation of science and technology in Iran? The method of this study is desk research and trend analysis based on the futures study's point of view. From this approach, alternative situations of science, technology, and innovation evaluation have been describing and prescribe.
