تحلیل مقاله‌های حوزه سیاست‌گذاری علم و فناوری در کشورهای جهان در بازه زمانی 2019-1980

چکیده

هدف از پژوهش حاضر، تحلیل مقاله‌های حوزه سیاست‌گذاری علم و فناوری طی بازه زمانی ۱۹۸۰ تا ۲۰۱۹ است. این پژوهش از نظر هدف کاربردی و از نظر رویکرد توصیفی است که با استفاده از شاخص‌های علم‌سنجی صورت گرفته است. جامعه پژوهش شامل 30 هزار و 607 برونداد پژوهشی است که در بازه زمانی 1980 تا 2019 در 25 مجله مرتبط با سیاست‌گذاری علم و فناوری، به چاپ رسیده است. کلیه این مقاله‌ها مورد بررسی قرار گرفتند و نمونه‌گیری انجام نشد. داده‌های پژوهش با مراجعه به پایگاه این‌سایتس1 از محصولات مؤسسه کلاریویت آنالیتیکس2 گردآوری شد و با استفاده از نرم‌افزار مایکروسافت اکسل مورد تجزیه‌ و تحلیل قرار گرفت.
طی سال‌های مختلف تعداد بروندادهای این حوزه روند صعودی داشته است. یافته‌ها نشان داد که کشورهای آمریکا (14732)، انگلستان (10066)، هلند (2114) و آلمان (1907) دارای بیشترین تولیدات علمی در مجله‌های حوزه سیاست‌گذاری علم و فناوری‌اند. همچنین ایران با 177 برونداد پژوهشی به لحاظ تعداد تولیدات علمی از بین 139 کشور در رده 37 جهان قرارگرفته است. یافته‌ها حاکی از این بود که بیشترین سهم مقاله‌ها متعلق به حوزه‌های موضوعی مدیریت (23161)، مهندسی صنایع (16069)، تجارت (14435) بوده است.
پژوهشگران ایرانی در مجموع 117 تولید علمی در مجله‌های حوزه سیاست‌گذاری علم و فناوری منتشر کرده‌اند که در مجموع 995 استناد داشته‌اند. ضمن اینکه هر مقاله به ‌طور میانگین 5/8 استناد دارد و تقریباً 12/42 درصد مقاله‌ها نتیجه همکاری بین‌المللی است. کشورهای آمریکا (14732)، انگلستان (10066)، هلند (2114) و آلمان (1907) دارای بیشترین تولیدات علمی در مجله‌های حوزه سیاست‌گذاری علم و فناوری‌اند. اولین واحدهای درسی در حوزه سیاست‌گذاری علم و فناوری از حدود سال ۱۹۷۰ در دانشگاه‌های معتبر آمریکا (هاروارد، ویرجینیا تِک، ام آی تی)3 و انگلستان (ساسکس)4 آغاز شده است. بنابراین با توجه به سابقه و قدمت رشته سیاست‌گذاری علم و فناوری در دانشگاه‌های این دو کشور، حضور آمریکا و انگلستان در میان کشورهای کلیدی این حوزه امری طبیعی به نظر می‌رسد. نبود پژوهشگران متخصص به دلیل نوپا بودن این رشته در ایران، فقدان چارچوب‌های یکپارچه و همه‌جانبه در حوزه سیاست‌گذاری علم و فناوری، موازی‌کاری بخش‌ها و مؤسسه‌های مختلف، فقدان زیرساخت مطلوب، می‌تواند از دلایل تولیدات کم پژوهشگران ایرانی نسبت به سایر کشورها در این حوزه‌ها باشد.

This study aims to analyze the research outputs in the field of science and technology policy between 1980 and 2019. The paper is an applied study and conducted using scientometrics indicators. The population of this study includes 30,607 research papers published between 1980 and 2019 in 25 journals related to science and technology policy. All of these articles were reviewed and no sampling was performed. The research data were collected from the Incites database which is a product of Clarivate Analytics. The collected data was analyzed using Microsoft Excel software.
During different years, the number of outputs in this area has been increased. The findings show that the United States (14732), the United Kingdom (10066), the Netherlands (2114), and Germany (1907) have the most scientific productions in science and technology policy journals. Iran is also ranked 37th out of 139 countries in terms of the number of scientific productions with 177 research outputs.
Iranian researchers have published a total of 117 scientific productions in journals in the field of science and technology policy, which has received a total of 995 citations. Besides, each article cites an average of 8.5 percent, and approximately 42.12 percent of the articles are the result of international collaboration. Whereas, lack of specialized researchers due to the infancy of this field in Iran, lack of integrated and comprehensive frameworks in the field of science and technology policy, the parallelism of different departments and institutions, lack of favorable infrastructure, can be the reasons for low production of Iranian researchers compared to others. With increasing public knowledge, attracting cooperation of researchers, determining research priorities, allocating sufficient budget to meet the needs of society, the goals of society are achieved and lead to the production of science in the country.
