تسهیل کننده‌ها و پیش برنده‌های چابکی سازمانی در آموزش عالی کشاورزی ایران

چکیده

دانشگاه‌ها و مؤسسات آموزش عالی کشاورزی در مسیر پیشرفت خود با تغییراتی چون تحولات سریع تکنولوژیکی، تغییرات عمده در بازار کار، انتظارات ذینفعان، بودجه، رقابت‌های ملی و بین المللی و محرک‌های بی‌شمار دیگری مواجه هستند که تهدیدی برای شیوه‌های سنتی در دانشگاه‌ها محسوب شده و نیاز به انجام بهتر، سریع‌تر و کم‌هزینه‌تر فعالیت‌ها را ضرورت بخشیده است. برای کسب موفقیت در این شرایط چابکی جهت بقاء و حفظ پیشرفت، یک مزیت رقابتی را ایجاد می‌کند که می‌توان با نوآوری و کیفیت در تولید علم آن را حفظ نمود. دانشگاه‌های چابک فرآیندها و افراد سازمان را با تکنولوژی پیشرفته همگام ساخته، نیازهای مشتریان را براساس خدمات و برای رویارویی با محیط پیچیده کسب و کار آماده و مهیا می‌سازند. این در حالی مطرح است که تحقیقات به عمل آمده گواه آن است که سطح چابکی سازمانی دانشگاه‌ها و مؤسسات آموزش عالی کشور مطلوب نیست. از این رو است که عواملی که باعث ایجاد چابکی دانشگاهی می-گردند، همواره مورد تأکید برنامه ریزان و سیاست گذاران دانشگاهی بوده است. لذا، هدف این پژوهش کیفی شناسایی تسهیل کننده‌ها و پیش برنده‌های چابکی دانشگاهی به عنوان یکی از مهم‌ترین عامل‌های مؤثر در چابک‌سازی مدیریت آموزش عالی کشاورزی ایران بود. داده‌ها از طریق مصاحبه‌های عمیق با متخصصان و صاحب نظران آموزش عالی کشاورزی که از تجربه‌ی مدیریتی در سمت‌های ستاره‌دار دانشگاهی نیز برخوردار بودند (20 مصاحبه فردی)، جمع‌آوری و با روش تحلیل خط به خط و در قالب تحلیل محتوای متعارف با استفاده از نرم افزار MAXqda11 پردازش شدند. براساس یافته‌ها مؤلفه‌ها‌ی شناسایی شده آسان‌کننده‌های چابکی شامل: ساختار منعطف، نیروی کار چابک، بهبود مستمر در تفکر و عمل، فرهنگ تغییر، استفاده از فناوری اطلاعات توسط دانشگاه و برقراری رابطه، تعامل و همکاری مؤثر با محیط (6 مؤلفه) می-باشند. توجه به شاخص‌ها و مؤلفه‌های چابکی یاد شده برای دست‌یابی به توانایی کسب اطلاعات لازم برای تصمیم‌گیری مدیران در مؤسسه‌های آموزش عالی کشاورزی ضروری هستند.

چکیده [English]

Agricultural universities and institutions of higher education are faced with changes such as rapid technological developments, major changes in the labor market, stakeholder expectations, budgets, national and international competition and countless other drivers that threaten traditional methods in their development. Universities are considered and the need to do better, faster and less expensive activities has become necessary. In order to achieve success in these agile conditions for survival and maintaining progress, it creates a competitive advantage that can be maintained with innovation and quality in the production of science. Agile universities synchronize the processes and people of the organization with advanced technology, prepare and prepare the needs of customers based on services and to face the complex business environment. This is mentioned while the research done proves that the level of organizational agility of the country's universities and higher education institutions is not favorable. This is why the factors that create academic agility have always been emphasized by academic planners and policy makers. Therefore, the purpose of this qualitative research was to identify the facilitators and promoters of university agility as one of the most important effective factors in making the management of agricultural higher education in Iran more agile. Data were collected through in-depth and semi-structured interviews, and analyzed using MAXqda11 software. Based on the findings Agility facilitators identified as flexible structure, agile workforce, continuous improvement in thinking and action, culture of change, use of Information technology by the university, and establishing the relationships, interactions and effective cooperation of agricultural university with Environment (6 components). Considering the above components is essential for agility of higher agricultural education system, and improving of decision making process in agricultural universities.
