بررسی راهکارهای عملیاتی‌سازی مدیریت منطقه‌ای در سند آمایش آموزش عالی کشور

چکیده

سند آمایش آموزش عالی کشور به عنوان یکی از مهم‌ترین سندهای سیاستی است که به تصویب شورای عالی انقلاب فرهنگی رسید. بر اساس این سند وزارت علوم، تحقیقات و فناوری موظف به پیاده‌سازی رویکرد مدیریت منطقه‌ای در آموزش عالی کشور شده است. پیاده‌سازی سند مذکور می‌تواند نوعی از بازآرایی و اصلاح ساختاری نظام آموزش عالی در کشور باشد. یکی از مهم‌ترین مواد این سند مرتبط با مدیریت منطقه‌ای آموزش عالی در قالب 10 کلان منطقه است. مهاجرت به این
10 کلان منطقه در حوزه آموزش عالی نیازمند راهکارهای اصلاحی متعددی است که در این پژوهش به 4 دسته راهکار اصلی مرتبط با آن اشاره شده است. روش این پژوهش بر اساس مطالعه ادبیات، مرور شواهد و رویدادها و مصاحبه با متخصصان است. بر این اساس 4 دسته اصلی از راهکارها شامل راهکارهای اصلاحی قانونی، ساختاری، درون نهادی و مالی مورد بررسی قرار گرفته است. زیر هر دسته، راهکارهای پیشنهادی تبیین شده است.

Investigation of Solutions for Implementing Regional Management Based on the Document of Spatial Planning of Higher Education in I.R.Iran

چکیده [English]

The document of Spatial Planning of Higher Education in I.R.Iran is one of the most important policy documents adopted by the Supreme Council of the Cultural Revolution. According to this document, the Ministry of Science, Research and Technology has been tasked with implementing the regional management approach in higher education. Implementation of this document could be a kind of restructuring and reforming the higher education system in the country. One of the most important materials of this document is related to the regional management of higher education in the framework of 10 major regions. Migration to these ten regions in the field of higher education requires several solutions. Four major categories of related solutions have been investigated in this study. The methodology of this study is based on literature review, review of evidence and events, and interviews with experts. Accordingly, four main categories of solutions, including legal, structural, intra-institutional, and financial aspects, have been examined. Below each category, the suggested solutions are explained
