واکاوی نقش نهاد‌های ارزیابی علم، فناوری و نوآوری کشور و پیشنهاد نظام جامع پایش و ارزیابی

چکیده


بسیاری از کشورها به دنبال ایجاد نظام‌ پایش و ارزیابی هستند تا بتوانند با کمک آن ضمن دستیابی به درک بهتر از عملکرد خود، آن را ارتقاء دهند. ساختار فعلی نظام نظارت و ارزیابی علم و فناوری کشور چندپاره، بخشی و گسسته است و هر نهادی خود را متولی بخش‌های مختلفی از این نظام می‌داند. حل بخش عمده‌ای از مشکلات نظارت و ارزیابی نظام علم و فناوری در گرو تبیین مدل صحیح تقسیم کار ملی در این حوزه است. در این رابطه لازم است مسؤولیت و فعالیت نهادهای بالادستی، سیاست‌گذار و مجری در حوزه علم و فناوری، مرزبندی‌ و تعاملات آنها با یکدیگر در قالب یک نظام منسجم، معین شود و نسبت هرکدام از نهاد‌ها و سازمان‌ها با نظام علم، نوآوری و فناوری کشور تبیین شده و سطح اختیارات و حیطه عملکردی آنها مشخص شود. در این مطالعه، بازیگران و نهادهای مرتبط با ارزیابی علم و فناوری در ایران، مأموریت‌ها و اقدامات آنها بررسی شده، رویکردهای مطلوب به‌منظور طراحی نظام آمار و اطلاعات تبیین می‌شود و با نگاه سیستمی و درنظر گرفتن شرایط کشور، نظامی به‌منظور نظارت بر علم و فناوری پیشنهاد می‌گردد.

Many countries are seeking to develop a monitoring and evaluation system to help them improve their understanding of their performance and revise it. The current structure of the science and technology monitoring and evaluation system is fragmented and discrete, and each institution considers itself responsible for different parts of this system. Solving much of the problems of monitoring and evaluating the science and technology system depends on explaining the correct model of national division of labor in this field. In this regard, it is necessary to define the area of responsibility and activity of the upstream, policymaker and executive’s institutions in the field of science and technology, their boundaries and interactions in a coherent system, and the relation of each of the institutions and organizations with the system of science, innovation and technology of the country and specify the level of their authority and functional scope. This study examines the actors and institutions related to science and technology assessment in Iran, their missions and actions, identifies the appropriate approaches to designing a statistical and information system, and suggests a systematic approach to monitoring science and technology, taking into account the conditions of the country.
