آموزش عالی مهارتی در زمان کرونا: چالش‌ها، سیاست‌گذاری‌ها و اقدامات

چکیده

پاندمی ویروس کرونا، کلیه نهادهای جامعه ازجمله آموزش عالی و آموزش عالی مهارتی را با چالش‌های زیادی مواجه ساخته است. اقدامات سیاستی مختلفی در سطوح دولتی و دانشگاهی، در کشورهای مختلف جهت پاسخ به این بحران صورت گرفته است. هدف از این پژوهش، مروری بر تجربه‌های جهانی در این زمینه و جمع‌آوری این اقدامات و سیاست‌گذاری‌ها و جمع‌بندی و به اشتراک گذاشتن آن‌ها و ارائه پیشنهاد‌های سیاستی نوآورانه، باهدف کمک به کاهش اثرات پاندمی کرونا در آموزش‌ عالی مهارتی است. این پژوهش ازنظر نوع مطالعه تحلیل محتوای کیفی است و با استفاده از روش تحقیق توصیفی-تحلیلی تدوین‌شده است. نمونه‌هایی از چالش‌های پیش روی دانشگاه‌ها و همچنین دانشگاه‌های مهارتی در دوران کرونا جمع‌آوری و ارائه گردیده است و راهکارها و اقدامات سیاستی که جهت مقابله با بحران در پیش‌گرفته‌اند بررسی‌شده و پیشنهاد‌های سیاستی جمع‌آوری و تحلیل و در پنج حوزه: 1-اقدامات بهداشتی شامل تولید ملزومات بهداشتی و دستگاه‌های پزشکی، تدوین دستورالعمل‌های بهداشتی ویژه محیط‌های کارگاهی و ... 2-اقدامات اداری جهت محافظت از عملکرد سیستم آموزشی شامل تجدیدنظر در فرایندهای اعتبارسنجی، فراهم‌سازی زمینه مشارکت دانشگاه‌ها با مراکز پژوهشی و ایجاد شبکه ذینفعان و ...، 3-حمایت‌های مالی شامل حمایت‌های مالی از دانشجویان و اساتید 4-حمایت‌های اجتماعی–عاطفی از جامعه دانشگاهی شامل حمایت‌های روانشناسی و شبکه‌های گفتگوی اجتماعی جامعه دانشگاهی، 5-اقدامات حمایتی جهت استمرار فعالیت‌های آموزشی مانند پشتیبانی فنی از اساتید و دانشجویان، تهیه مواد و بسته‌های آموزشی دیجیتالی مهارتی و استفاده از ابزارهایی مانند واقعیت مجازی، واقعیت افزوده و شبیه‌سازی جهت ارائه دروس عملی و کارگاهی و ... ارائه‌شده است.

The Corona virus pandemic has challenged all of society's institutions, including higher education and higher vocational education, as part of it; Various policy actions at the governmental and academic levels have been taken in different countries to respond to this crisis. The purpose of this study is to review the global experiences in this field and to summarize these actions and policies and to share them and present innovative policy suggestions, with the aim of helping to reduce the effects of Corona pandemics in vocational higher education. This research is based on the type of a qualitative content analysis and has been developed using descriptive-analytical research method. Examples of challenges facing universities as well as TVET universities during the Corona period have been collected and presented, and policy solutions and measures taken to deal with the crisis have been reviewed. Policy proposals collected and analyzed in five areas: 1- Health actions and measures including the production of Health supplies and medical equipment, development of health instructions for workshop environments, etc. 2- Administrative measures to protect the performance of the educational system, including revision of accreditation processes, providing the ground for universities to collaborate with research centers and improve networking with stakeholders, etc., 3-Financial support Includes financial support for students and professors. 4- Socio-emotional support of the university community, including psychological support and social dialogue networks of the university community, the use of tools such as virtual reality, augmented reality and simulation to provide practical lessons and workshops, etc.
