One of the main issues in the quality of skills training is paying special attention to the empowerment of instructors and trainers and their academic advancement path in skill-based and mission-oriented training institutions and systems. This research is a qualitative systematic review. Then, from these documents, 19 documents that were more relevant to the study topic were selected. Therefore, the competency frameworks presented in this article were written with the aim of a broader understanding of the roles and responsibilities of instructors and faculty members of skills training systems in the development of technical and vocational education, as well as providing a theoretical basis for the development of an independent promotion regulation for skill training systems, the result of which can be in the promotion The quality of training the skilled human resources of the society will help a lot. Based on the findings of this study, the factors affecting skill training were classified into three categories, the future perspective of skill training, changes in the practical environment of skill training, and internal pressures as factors of change. This study also showed that presenting competency models requires identifying the current and future challenges of technical and vocational education, which became the basis for introducing competency models for trainers and implementers of skills training in four dimensions: administration, skills training, development and quality assurance, and networking in this article.
