واکاوی الزامات توسعه برنامه‌های تبادل دانشجوی بین‌المللی با دانشگاه‌های کشور: گامی همسو با برنامه هفتم پیشرفت جمهوری اسلامی ایران

چکیده

یکی از برنامه های کلیدی در راستای گسترش همکاری های علمی بین المللی و تعامل مؤثر با محیط منطقه ای و بین المللی و دانشگاه های برتر، برنامه های تبادل دانشجو است. همسو با برنامه هفتم پیشرفت جمهوری اسلامی ایران و در راستای تصمیم‌گیری و برنامه‌ریزی‌های اثربخش در این زمینه، پژوهش حاضر با رویکردی کیفی و کمی به بررسی الزامات توسعه برنامه‌های تبادل دانشجوی بین‌المللی با دانشگاه‌های کشور پرداخته است. نخست با رویکرد کیفی و با استفاده از مصاحبه با خبرگان و صاحبنظران آشنا با موضوع و تحلیل تماتیک مولفه ها شناسایی شد و در مرحله بعد، با استفاده از رویکرد کمی و استفاده از ابزار پرسشنامه داده ها جمع آوری گردید. یافته‌های مطالعه حکایت از این دارد که الزامات توسعه برنامه‌های تبادل دانشجوی بین‌المللی با دانشگاه‌های کشور را می توان در دو بخش درون دانشگاهی و فرادانشگاهی جستجو کرد. در بخش درون دانشگاهی، 4 مقوله و 12 زیرمقوله به صورت زیر استخراج شد: (الف) برنامه ریزی و حکمرانی شامل ارتقای ارتباطات بین المللی، ارتقای برندینگ، و تدوین برنامه و دستورالعمل. (ب) زیرساخت های نرم افزاری و سخت افزاری شامل ارتقای خدمات حمایتی، ارتقای کیفی خدمات رفاهی، ارتقای وب سایت، ارتقای خدمات اداری. (ج) فردی و نیروی انسانی شامل دانشجوی بین‌المللی و اعضای دانشگاه. (د) آموزشی – پژوهشی شامل برنامه درسی، ارتقای سطح آموزش، ارتقای سطح پژوهش. در بخش فرادانشگاهی نیز 3 مقوله استخراج شد شامل: (الف) سیاست ها و قوانین، (ب) مدیریتی و ساختاری، و (ج) دیپلماسی و تعاملات. براساس یافته های پژوهش و در راستای برنامه هفتم پیشرفت جمهوری اسلامی ایران و با هدف ارتقای جذب دانشجوی بین المللی به شیوه تبادل دانشجو پیشنهادهایی ارایه گردید.

چکیده [English]

One of the key programs to expand international scientific cooperation and effective interaction with the regional and international environment and top universities is student exchange programs. In line with Iran’s Seventh Development Plan and for effective decision-making and planning in this field, the present study has examined the requirements for developing international student exchange programs with the Iranian universities. A qualitative and quantitative approach was administered. First, with a qualitative approach and conducting interviews with experts of the subject and using thematic analysis, the components were identified. In the next step, data were collected using a quantitative approach and with a questionnaire tool. The study findings indicated that the requirements for developing international student exchange programs with the Iranian universities could be divided in two groups: intra-university and extra-university. In the intra-university group, 4 categories and 12 subcategories were extracted as follows: (a) Planning and governance, including promoting international relations, promoting branding, and developing programs and guidelines. (b) Software and hardware infrastructures including improving support services, improving the quality of welfare services, improving the website, improving administrative services. (c) Individual and human resources including international students and university members. (d) Educational-research including curriculum, improving the level of education, improving the level of research. In the extra-university group, 3 categories were extracted including: (a) policies and laws, (b) management and structure, and (c) diplomacy and interactions. Based on the research findings and in line with Iran’s Seventh Development Plan and with the aim of improving the attraction of international students through a student exchange program, some recommendations were presented.
