Given the complexity of Iran’s energy imbalance problem, this study aims to explain the role of policy instruments as forms of governance in the technological and technical policymaking of the building energy sector in Iran. Drawing on the theoretical approach of policy instruments as governance mechanisms proposed by Lascoumes and Le Galès, and employing discursive, institutional, and foresight dimensions within the innovation policy instruments framework, the article shows that the current mix of building energy policies in Iran is predominantly based on logics of control, technical regulation, and standardization, with limited institutional learning, innovation capacity, or future-oriented perspectives. The research method—qualitative analysis of 26 national policy documents from 2009 to 2023 using NVivo—indicates that coercive and technical instruments are overwhelmingly dominant, while system-building, network-based, and participatory instruments remain marginal. This pattern reflects a bureaucratic and centralized rationality in energy governance, which has shaped the conditions of innovation policymaking in the building energy sector.
The findings also reveal that the dominance of regulatory and command-and-control tools has curtailed the role of non-state actors, reduced opportunities for collective learning, and weakened experimental policy mechanisms in this domain. Under such conditions, building energy policymaking tends to be reactive and short-term, responding mainly to crises rather than enabling technological and institutional innovation pathways.
The study argues that transitioning toward anticipatory and participatory governance requires redesigning policy instruments as platforms for learning, capacity-building, and interaction among government, market, and society so that building energy policy can move from a reactive and technical mode toward becoming a transformative mechanism.
