Recent developments in innovation studies have led to the proliferation of analytical frameworks for understanding the processes, actors, and relationships involved in the emergence of innovation. Among these, the concepts of innovation system and innovation ecosystem have become important frameworks in innovation studies. Despite the extensive literature on these two approaches, the underlying assumptions and philosophical orientations embedded in their conceptualization have received comparatively limited systematic attention. This study aims to analytically reconstruct and compare the dominant philosophical orientations underlying the literature on innovation systems and innovation ecosystems. The study is theoretical in nature, adopts an interpretivist orientation, and employs a three-stage process comprising a targeted literature review, conceptual analysis, and philosophical reconstruction. In this process, the key features and concepts of the two approaches were identified and, following conceptual analysis and refinement, formulated as philosophical rationale and compared using the Burrell and Morgan framework. The findings indicate that, although the two approaches share important emphases on interaction, learning, and relationships among actors, they reflect different philosophical orientations in the ways they foreground and conceptualize such dimensions as order, coordination, predictability, flexibility, co-evolution, and value co-creation. Accordingly, innovation systems and innovation ecosystems can be understood not as two independent philosophical paradigms or inherently opposing approaches, but as two analytical ideal types characterized by different dominant orientations. This analytical reconstruction suggests that the difference between the two approaches is not limited to their definitions, elements, or mechanisms, but also concerns how the reality of innovation, relationships among actors, and the emergence of innovative order are conceptualized. From this perspective, attention to the philosophical foundations and underlying rationale of innovation studies frameworks can contribute to greater conceptual awareness and more informed use of these frameworks in innovation analysis and policymaking.
