Over recent decades, technology has become a fundamental component of countries’ economic, political, and security power, while dependence on foreign critical technologies and infrastructures can create strategic vulnerabilities in times of crisis. At the same time, the complexity of global value chains and the interconnectedness of technological networks make the complete elimination of dependencies in many areas neither feasible nor necessarily desirable. This tension, which was also evident during the two recent wars waged against Iran by the United States and the Israeli regime, has turned the preservation of freedom of action and continuity of national functions under conditions of technological interdependence into an emerging challenge for technology policy. The concept of technological sovereignty has emerged in response to this challenge; however, its overlap with concepts such as independence, self-sufficiency, autonomy, resilience, control, and authority continues to create ambiguity regarding its conceptual boundaries. Moreover, the expansion of critical technologies across diverse domains has further broadened the range of functions attributed to technological sovereignty. This study employs a scoping review to distinguish technological sovereignty from adjacent concepts and to identify the range of functions associated with it. Following the search, screening, and selection of 34 articles retrieved from the Scopus and Web of Science databases, relevant meaning units were extracted and organized, coded, and subsequently consolidated into higher-order themes. The findings indicate that technological sovereignty can be conceptualized through three core components: technological capability, control, and authority. Four major functional domains were also identified: security, economic, legal-social, and political-geopolitical. This framework can provide a conceptual basis for rethinking Iran’s technology policies amid intensifying geopolitical risks and continued global technological interdependence.
